摘要/Abstract

摘要： 为健全我国铁路货运装备运用安全技术标准体系,首先从技术法规、国家(行业)标准2个层面阐述铁路货运装备运用安全技术标准体系的构成现状与发展;然后从车载货物装载加固装置安全、车下紧固和悬吊件的防松防脱防盗、调车作业安全、被动安全以及防火环保节能等4方面技术介绍实际的应用、施行与创新,分析标准体系与实际应用技术之间的差距及其标准制约技术发展的问题;最后针对更新行业技术法规、细化技术法规和标准条款、创新调车作业人身安全技术、更新通用件和标准件等方面进行展望。研究表明:铁路货运装备运用安全标准体系基本满足运用要求,随着实际技术进步,标准体系应及时更新,相互促进,从而增大标准体系对行业技术发展指导和有序监管的作用。

Abstract: In order to improve the application safety technology standard system of railway freight equipment, the structure, current condition and development of the application safety technology standard system of railway freight equipment was elaborated firstly based on two sides, technical regulations and national(industrial) standard. Then the paper exposed the practical application, execution and innovation was introduced from 4 aspects of technology, including the safety of cargo loading and reinforcement,anti-loose, anti-separation and anti-theft measures of suspension components under the car body, transfer operation safety, passive safety, fire prevention, environmental protection and energy saving respectively. The gap between the existing standard system and practical advanced technology, and the problems of technological development restricted by standard system were analyzed. Finally, the outlook was proposed from following aspects:updating industrial technical regulations, detailing technical regulations and standard clauses, innovating safety technology of shunting operation, and updating standard parts and general-purpose parts. The results show that the application safety standard system of railway freight equipment basically meets the application requirements. With the development of practical technology, the standard system should be updated in time and mutually promoted, so as to increase the role of the standard system in guidance and orderly supervision.
