人影工程飞机建设项目运维风险与防范

摘要:

为保障人工影响天气工程(简称人影工程)飞机建设项目的安全实施和稳定运行,提升人影工程项目管理水平,运用风险概率矩阵法进行人影工程飞机建设项目风险分析。首先从工程项目建设角度进行人影工程飞机建设项目风险分类,然后针对运维类风险开展风险分析和评价,最后提出飞机托管方经营能力、飞机作业环境、飞行队伍、维修和航材保障4方面运维风险的具体防范措施。结果表明:飞机托管方管理水平和资源调配能力是影响飞机建设项目运维风险的主要因素,必须加强人影工程全生命周期内飞机托管方的科学比选和监督管理。

Abstract:

In order to ensure safe and stable aircraft construction in weather modification projects, and improve project management, risk analysis was carried out by using risk probability matrix method. Firstly, risks were classfied from a perspective of project construction, and then, analysis and evaluation of operational and maintenance risks was carried out. Finally, concrete preventive measures were proposed from aspects of operational capability of aircraft management companies, operating environment, flight crew, and maintenance and air material support. The results show that the management and resource allocation ability of aircraft management companies are the main risk factors. It is necessary to strengthen scientific selection, and their supervision and management in the whole life cycle of projects.
