Abstract: In order to help some enterprises fulfil principal responsibility of work safety in a better way, existing problems in the establishment of work safety responsibility system were analyzed, mainly including unclear definition of department responsibilities and position responsibilities, deficient management system and content of work safety, and others. Then, key methods to accurately define responsibilities of departments and positions as well as instructions of how to use form tools to assist in preparation of these parts were put forward. On this basis, methods to improve work safety management system, to supplement and improve relevant department and position responsibilities at all levels were further explained. The results show that the above mentioned measures can help enterprises to establish and improve work safety responsibility system in a more accurate and standard manner, thus providing institutional guarantee for the full implementation of main responsibility in work safety.
