应急产业创新创业环境优化策略研究

摘要：

为优化我国应急产业创新创业环境,分析我国应急产业发展现状,并基于Gnyawall & Fogel五维度模型,提出政策支持、资金支持、非资金支持、技能支持和社会条件支持5个维度,从这5个维度分析影响我国应急产业创新创业环境的因素,提出应急产业创新创业环境优化策略。结果表明:优化我国应急产业创新创业环境,要以“双创”思维为前提,完善创新应急产业政策体系,创新应急产业投融资渠道,高站位推动应急产业园区建设,创新应急人才教育和培训体系,增强社会合作和国际间合作。

Abstract:

In order to nurture a better environment for innovation and entrepreneurship in emergency industry in China, current development status of the industry was analyzed, and based on Gnyawall & Fogel five dimension model, five dimensions, including policy supports, financial supports, non-financial supports, skill supports and social supports, were put forward. Then, the influencing factors on innovation and entrepreneurship environment of emergency industry were analyzed from these five aspects, and corresponding optimization strategies were proposed. The results show that the thinking of "mass entrepreneurship and innovation" shall be applied in order to improve environment for innovation and entrepreneurship in emergency industry in China. Meanwhile it's necessary to improve and innovate industrial policy system, and to innovate related investment and financing channels. Measures should also be taken to promote construction of emergency industrial park from a strategic perspective, to innovate education and training system of emergency personnel, and enhance social and international cooperation.
