摘要:

为实现危化品全过程安全监管,预防安全事故发生,利用区块链技术,研究危化品各个环节数据的安全可信共享和多个主体之间的协同管理技术。通过分析危化品管理的技术手段和行政手段,讨论危化品管理的现状和问题;分析危化品监管的需求,如承运商监管、主体企业监管、车辆运输监管、场所监管、安全培训监管等,进而使用区块链技术构建危化品监管平台的系统框架,划分数据层、区块链平台层、业务逻辑处理层、可信数据展示层。通过危化品生产、经营、运输、储存、使用、废弃处置各个环节的信息上链,实现多个监管部门对危化品实现全方位、穿透式监管,从而防止安全事故的发生。

Abstract:

In order to realize the whole process supervision of hazardous chemicals and collaborative management among many parties, the article studied how to realize the reliable data sharing about hazardous chemicals using the blockchain technology. The technical and administrative means in current hazardous chemicals management were analyzed, and the problems of hazardous chemicals management were discussed. The requirements of hazardous chemicals supervision were also analyzed. Based on the blockchain technology a platform system for hazardous chemicals supervision was built. The system framework was divided into four layers, including the data layer, the blockchain platform layer, the business logic processing layer, and the trusted data display layer. By storing the data of production, operation, transportation, storage, use and disposal of hazardous chemicals on blockchain, the system was conducive to the supervision of hazardous chemicals by all departments, therefore preventing the occurrence of accidents.
