关于构建铁路工程质量监督评价体系的探讨*

Discussion of constructing railway engineering quality supervision and evaluation system

摘要: 为统一铁路建设工程质量监督检查内容,实现质量监督检查规范化、智能化及质量分析评价定量化,在梳理铁路建设工程质量监督发展历程、了解现行铁路建设工程质量监督模式及存在不足的基础上,分析建立铁路建设工程质量监督定量评价体系的可行性,提出构建该体系的思路,包括定量评价体系构成、指标体系的建立、模型的构建以及智能监督检查系统的开发等。结果表明:构建铁路建设工程质量监督定量评价体系具有可行性,能够实现以科学的评价指标和量化评价模型为基础、以智能化监督检查系统为手段,规范、高效的铁路建设工程质量监督检查评价,提高监管效率。

Abstract: To unify the content of the Railway Construction Engineering Quality Supervision (RCEQS) and achieve the standardization and intellectualization of quality supervision and the quantification of quality evaluation, the feasibility of the establishment of the railway engineering quality supervision and evaluation system was analyzed based on combing the development process of RCEQS, knowing its current modes and deficiency. The ideas of constructing the system was then proposed, including the frame structure of quantitative evaluation system, the construction of the evaluation index system, the establishment of quantitative evaluation models and the development of intelligent surveillance system, etc. The results show that the establishment of quantitative evaluation system of RCEQS is feasible and able to improve the supervision efficiency, establish a standardized and efficient quality supervision and evaluation of RCEQS on the basis of scientific evaluation indexes and quantitative evaluation models, and by means of the intelligent supervision and inspection system.
