摘要： 针对铁路运营安全管理中仍有部分单位存在风险和隐患概念不清、管理界面不明的问题,探讨风险和隐患在安全生产中的相互关系,进一步阐述两者的安全管理中的控制原则;在此基础上提出风险分析及隐患排查治理的双重预防模型,以及基于该双重预防模型进一步进行隐患分级的方法,并以“列车脱轨”为案例论述该模型的应用效果。研究表明:运用铁路运营安全风险管控和隐患治理模型,可以实现以风险分析为基础的隐患分级,从而为确定隐患安全管理重点决策提供依据,实现资源配置的优化。

Abstract: Aiming at the problems that the concept of existing risk and hidden danger and the management interface are not clear for some units in railway operation management, the mutual relation between risk and hidden danger was discussed. And the control principle of risk and hidden danger in the safety management was further elaborated. Based on that, a double-preventive model of risk analysis and hidden danger screening and management was proposed, and a method to level the hidden danger was set up. An example of train’s derailment was used to demonstrate the application effect of the model. The research shows that the setting up of the double-preventive model can realize hidden danger classification based on risk analysis to provide basis for deciding what should be the emphasis of safety management and optimize the utility of resources.
