Abstract: In order to improve emergency rescue efficiency and ensure the emergency supplies being delivered timely, several evaluation indexes were selected to construct the intuitionistic fuzzy evaluation matrix to simplify the complexity of emergency logistics path optimization. In addition, the MPT was applied to divide decision makers according to different decision preferences into three categories: risk-taking, intermediate and conservative. An emergency logistics path decision method under heterogeneous decision makers division was established. Then the results of risk-taking, intermediate and conservative decision-making were obtained and contrasted by case analysis, and on this basis, the sensitivity of several key parameters was analyzed. The results show that compared with existing methods, this proposed method takes the rationality of heterogeneous decision makers into consideration and makes the decision results more conform to reality, and that the decision outcomes are affected both by rationality and decision preference of decision makers.

Key words: emergency logistics route, modified prospect theory(MPT), heterogeneous decision maker, intuitionistic fuzzy sets, multi-criteria group decision-making
