Abstract: In view of the disjointed phenomenon of the planned accident reporting regulation of revised draft of Regulation on Work-related Injury Insurances and present Regulation on Accident Reporting and Investigation & Handling of Work Safety.the malpractice and influence of multiple leadership on safety management,accident,occupational disease prevention and work-related injury insurances are analyzed.By referring to the overseas practice,especially Japan,it is proposed that the key of accident management mechanism on"Accident Prevention-Accident Compensation-Injury Recovery",first and foremost,is to straighten out management mechanism,scientifically and reasonably limit the function and jurisdiction of administration as soon as possible.
