Study on Construction Mode of Mine Emergency Management System

摘要: 确立了符合我国国情的煤矿应急管理体系建设应遵循的全面性、重点性、科学性和可扩展性基本原则;以此为指导构建煤矿应急管理体系建设模式,由安全规划、应急预案体系、应急组织体制、应急机制、应急法制、资源保障系统和应急管理信息平台共8个要素构成;论述模式中各要素之间的相互关系以及各要素的主要建设内容,为煤矿应急管理体系建设提供了借鉴.

Abstract: The basic principles for constructing mine emergency management system in China are firstly defined, which includes comprehensiveness, focus, scientificity and extendibility. Then a mine emergency management system is constructed including mine safety plan, mine emergency plan system, mine emergency organization system, mine emergency mechanism, mine emergency law, mine emergency resource and mine emergency information system. Lastly, the interaction of the elements of this emergency management system is discussed and main contents of each element are presented. The construction mode can be used as a reference of mine emergency management system construction.
