摘要: 为规范接触网(OHE)设备限界的管理,保障其安全,针对接触网侵限事故严重威胁到供电安全和铁路运输秩序的问题,分析接触网设备限界的含义、安全风险及近年接触网侵限事故,指出在接触网设备限界认识上的不足和管理上存在的问题,给出相应的建议。结果表明:接触网设备限界问题在供电事故中占大多数,而异物侵入接触网设备限界是引发这类事故的主要原因;各种规章、标准对接触网设备限界没有定义,将接触网支柱侧面限界理解为接触网设备限界存在一定局限性,而将支柱侧面限界、接触线导线高度、拉出值、绝缘间隙等与限界相关的要素纳入接触网设备限界范畴,有利于统一管理。

Abstract: In order to standardize the management of the OHE gauge and ensure its safety, the meaning of OHE gauge, security risks and recent OHE intrusion accidents were analyzed according to the problems of power supply safety and railway transportation order threatened seriously by OHE intrusion accident. The shortcomings in the understanding and the problems existing in management were pointed out, and corresponding suggestions were given. The results show that the problems of OHE gauge are the majority of OHE accidents and the invasion of foreign objects is the main cause. The OHE gauge is not defined in various regulations and standards. There are some limitations in understanding the mast gauge as OHE gauge, while bringing the factors related to the gauge, such as the mast gauge, the height of contact wire, the stagger, the insulation gap and so on, into the scope of OHE gauge is beneficial to the unified management.
