Earthquake emergency rescue teams assignment model based on time satisfaction and competence

Abstract: In order to alleviate casualties an earthquake may cause and achieve a better and faster emergency rescue,earthquake emergency rescue teams assignment problems were studied.Time satisfaction and competences of emergency rescue teams located at different rescue sites were considered.An optimization model was built with maximum satisfaction of emergency rescue time and highest competences of emergency rescue teams as the goal.An algorithm case was analyzed and an effective solution method was given.The results show that assignment scheme considering the satisfaction of rescue time and the competences of rescue teams at the same time,different from the schemes only considering a single target,can effectively increase satisfaction of rescue time while ensuring that the emergency rescue teams are qualified for the rescue missions and achieve greater rescue efficiency.
