Information needs of maritime emergency based on PSR and AT

Abstract: In order to improve the timeliness and accuracy of information acquisition during the maritime emergency response process, PSR and AT were used to analyze the information needs of marine emergencies. Based on the 2016 national maritime search and rescue exercise in the pearl river estuary, a scenario for maritime emergencies was constructed to clarify the objectives of activities and the timing relationship of each activity. Taking the national maritime search and rescue center as the main body, this paper clarified the relationship between the various elements in the “rescue of lives at sea” activities and the structure of activities. On this basis, the information needs were analyzed in depth from the dimensions of content, format, human-machine exchange, and source. The results show that the information needs obtained can be used in the design of emergency management system for marine emergencies, which helps to optimize the content and methods of system information services and improve the convenience of system use.
