Research on factors affecting agility of humanitarian logistics

Abstract: The paper was aimed at improving the efficiency of humanitarian relief and reducing negative impacts of natural and man-made disasters.Literature research and expert interviews were adopted to extract factors influencing agility of humanitarian logistics.Based on ISM and MICMAC methods,a 5-layer hierarchical structure and a driving power-dependence diagram,in which all factors are separated into four clusters: autonomous,dependent,linkage and independent,were proposed to interpret how these factors impact agility of humanitarian logistics.Results show that resilience,reactivity,and cooperative capability are core competencies of humanitarian logistics agility,that the key to promoting agility of humanitarian logistics is improving autonomous factors such as resilience,rescue technology and contingency plan,and that more attention should be paid to infrastructure,social participation,etc.which are independent and root factors of humanitarian logistics agility.
