油气田企业生产安全风险一体化管控研究

摘要:

为摆脱油气田企业以往被动防御的安全生产管理方式,不断向主动的、问题发现型的管理模式靠拢,依托信息化管理手段进行科学合理管控,通过研究风险分级防控系统、隐患排查治理系统和应急指挥系统,融合风险隐患数据标准化建设、网格化全要素监督模式建立、安眼工程和智慧工地建设、常态化及战时应急管理研究等模块,构建基于开源的Docker+K8S技术路线,采用开放式微服务、开发运维框架等技术的一体化管控系统。研究结果表明:该系统以风险辨识标准化、风险评价数字化、风险分级防控规范化、隐患排查治理精细化、施工现场智能化、应急与指挥流程化为依托,探索一条适合油气田生产安全风险一体化管理的技术路线和管理模式,利用智能化管控手段,打造“油气田大脑”,提升油田安全环保水平。

Abstract:

In order to change the existing work safety management featuring passive defense in oil and gas enterprises, a proactive and problem-finding methodology was needed. Furthermore, scientific and reasonable management and control should be carried out through information technology management. The following items were studied, including risk ranking prevention and control system, hazard investigation and management system, and emergency communication system. These items were integrated with modules, such as standardization of risk and hazard data, establishment of all-element grid monitoring, construction of safety eye project and smart operation sites, and research on normalization and wartime emergency management. Finally, an integrated management and control system based on open-source Docker + K8S technical route was established. Open microservices, operation and maintenance framework, and other technologies were adopted. The results show that on the one hand, the proposed system relies on standardized risk identification, digital risk evaluation, and standardized risk ranking prevention and control. On the other hand, it is based on refined hazard investigation and management, smart operation sites, and process-oriented emergency communication mechanisms. In addition, a technical route or management mode is explored. The mode is suitable for the integrated management of operation risks in oil and gas fields. Furthermore, intelligent management and control methods are deployed to build an ″oil and gas field brain″ and strengthen oilfield safety and environmental protection.
