Abstract:

In order to give full play to the risk management function of insurance in high-quality development of China railway, with railway construction, passenger and freight operation, and operation management as main lines, insurable risks faced by China railway at various stages were identified and evaluated by using quantitative and qualitative methods. Then, based on insurance principles, it was proposed that functions of insurance to transfer risks, share losses and for economic compensation should be exerted, and self-insurance companies should be employed to enrich railway risk management tools. The results show that in the operation and management of railway engineering construction, passenger and freight transportation, and Fuxinghao brand strategy, railway enterprises should improve insurance awareness, use insurance methods to manage insurable risks, and convert uncertain loss costs into certain insurance premiums so as to promote the safe, stable and high-quality development of railway.
