Research and application of work safety management system for heavy-haul railway

Abstract:

This research intended to build a work safety management system with complete elements, independent operation capability and continuous improvement. Innovatively, a number of scientific and technological safety systems were introduced depending on the characteristics of the Shuohuang Railway and the requirements of modern safety production management. The planning principles included relevant laws and regulations, PDCA cycle theory, dam principle, cask principle and iceberg theory. The proposed work idea of work safety management could be described as upholding the CPC leadership, revolving around one main line, highlighting two entry points, focusing on three key points and reaching the first-class level. The work safety management method involved three wholes, three focuses and three elements. Furthermore, a safety information management system was built with double prevention mechanisms of risk classification control and hidden trouble screening and management. The research results show that the ″11231″ work idea of work safety management and the ″333″ work safety management method play a prominent role in actual safety management. In addition, the built safety information management system contributes to the intellectualization, automation and informatization of all work safety management. This research can provide reference for work safety management of heavy-haul railway transportation.
