Abstract: Balance Principle that gives consideration to different kinds of visual ansle wag proposed as the basic principle of establishing the emergency management assessment system of subway constructionBased on two dimensions of emergency management phase and emergency management functions,the frame of evaluation Was constructed.According to legal rules and regulations,the investigation of current situation of power and responsibility,literature research,the indexes of evaluation were refined and clauses of evaluation were compiled.The study selected the subjectivity assessment combining with objectivity assessment as the evaluation method,and established different emergency management assessment system for different entities and departments of government,constructor and builder.Finally the scientific and systemic demonstration,practicability and applicability demonstration of the evaluation system were carried out.
