    Research and application exploration of digital battlefield system for emergency rescue

    In order to improve China's emergency rescue capability for disasters and accidents, drawing on the concept of military operations, a digital battlefield system for emergency rescue was built. The "sky, air and ground integrated emergency communication support system" and "information, direction and action integrated emergency command and operation system" were established by combining the practical application capability of key technologies such as emergency rescue tactical Internet building, on-site digital holographic perception, situation evolution and intelligent auxiliary decision-making, visual command and cooperative action. It was verified through the actual combat effectiveness in the emergency mission exercise, and solved the practical combat problems in the on-site emergency rescue work of complex disasters, such as difficult communication support, difficult information decision-making, difficult situation research and judgment, difficult command and scheduling, and difficult combat coordination, so as to achieve scientific, efficient, and accurate rescue. The results show that the construction of an emergency rescue digital battlefield system creates a new emergency rescue mode of individual digitalization, battlefield networking, command visualization, and rescue intelligence. A series of technical equipment and system platforms are put into practical application. It can help improve China's disaster and accident rescue communication support, on-site perception, auxiliary decision-making, and command scheduling capabilities.

    An empirical study on training system of practical application-oriented emergency management undergraduate talents in new era

    In order to promote the innovation of talent training system, the present study conducted an empirical study on training objectives, training models and training paths of emergency management talents in 22 colleges and universities. The results of the empirical study show that the talent training objectives of most colleges and universities are to cultivate application-oriented emergency talents with broad vision, broad interdisciplinary ability, and high comprehensive quality. To achieve the talent training objectives, advanced teaching concepts and methods are introduced, and the forces of the governments, enterprises and colleges are assembled to enhance the talent training quality of emergency management by constructing teaching material, curriculum system, teacher teams and professional base. Subsequently, the talent training model of “three modernizations and three systems” including paramilitary, practical, professional, credit system, academy system, and dual tutor system is developed. Finally, a training system of emergency management talent that integrates the talent training objective, talent training mode, and discipline construction is innovatively proposed, which can provide a strong guarantee for cultivating application-oriented talents in emergency management major in the new era.

    Causes and correlation analysis of urban gas accidents based on text mining

    In order to effectively prevent the occurrence of urban gas accidents, the causes of accidents affecting urban gas safety and their relevance were systematically analyzed by using the research method of text mining and complex network theory. Firstly, text mining technology was used to extract the causative factors of urban gas accidents from 1 256 gas accident cases from 2017 to 2021, and the Apriori algorithm was used to mine the association rules of urban gas accident causes, and 49 strong association rules were obtained. Then the accident cause network diagram was constructed based on the co-occurrence matrix, and the key causes and accident cause sets of gas accidents were identified through the analysis of degree centrality, compact centrality and intermediary centrality. The research results show that pipeline damage, valve opening, equipment aging, improper operation and use, hose damage and shedding are the key causes of urban gas accidents, and gas leakage is a common type of gas accident. It is mainly related to pipeline damage, valve failure and so on.

    Analysis on reform logic of emergency management system in railway passenger stations area: a case study in Beijing

    In order to clarify the reform and development logic of the regional emergency management system of railway passenger stations from the perspective of a long period, taking Beijing railway passenger station area as an example, the reform and development process of its emergency management system in the past 20 years were retrospectively reviewed, and the characteristics and changes of related problems before and after the reform in 2019 were emphatically analyzed, and the common characteristics and trends behind the reform and optimization of the emergency system of railway passenger station area were revealed. The research found that despite the reform of separating government from enterprise in 2013, there are still some deep-seated institutional problems, such as the reversed location of the railway and local government, and decentralized territorial administration; Beijing's reform in 2019 solved some of the problems. However, the "5.1" large-scale passenger detention incident at Beijing West Railway Station in 2021 highlighted the problems at the emergency mechanism level under the new system, such as the narrow buffer space of the station area, the imperfect monitoring and early-warning mechanism, the lack of early handling capacity, and the inherent lack of coordination of municipal power. Based on the practice and experience of Beijing, Shanghai, Chengdu and other places, it proves to be the main logic of the reform and development of an emergency management system of the railway passenger station area to dynamically track and solve the contradictions between railway and the territory, the comprehensive management organization of station area established by the municipal government and the specific administrative region to which the station belongs. It is the development trend of the emergency management system of the passenger station area to establish a unified comprehensive emergency management organization characterized comprehensive coordination, territorial dependency and railway cooperation, and the core task of emergency management system construction is to improve the ability of overall planning, coordination and command.

    Present situation and development countermeasure of emergency industry in Fujian province

    In order to improve its social governance ability and safety guarantee capacity and support high-quality economic development, an analysis was conducted on the development status of the emergency industry in Fujian Province. Based on the regional characteristics of Fujian Province, four industrial clusters focusing on safety protection, monitoring and early warning, emergency rescue and disposal, and safety and emergency services were proposed by using system analysis and other methods. The current industrial status was examined from these four aspects, and new countermeasures for the development and optimization of the emergency industry were suggested. The results show that the development of the emergency industry in Fujian Province is relatively slow, and there are few demonstration bases for the emergency industry. The output value of the emergency industry is not high. The emergency industry in Fujian Province has some problems, such as a low technical level of emergency products, weak and immature independent innovation ability, low scientific and technological content, and a lack of emergency personnel. Countermeasures are put forward from the aspects of emergency industry development guidance, policy implementation, scientific and technological innovation, training of professionals, and international exchanges and cooperation.

    Application of blockchain technology in emergency management: hotspots, challenges and prospects

    To effectively clarify the research status of blockchain technology in the field of emergency management, by applying the Preferred Reporting Items for Systematic Reviews and Meta-Analyses review method, a SLR identified 58 topic-related studies from the Web of Science and China National Knowledge Internet journal database. This paper summarized the challenges faced by the application of blockchain technology in emergency management and suggestions for application of blockchain in emergency management were proposed, including perfecting policies and regulations on application of blockchain, fueling development of key blockchain technology, strengthening construction of professional talent team and enhancing coordination of blockchain and other technologies, etc. The results show that the application of blockchain in emergency management is in its early booming stage of development. Based on these 58 studies, three main themes were developed: data management (40.3%), efficiency improvement (40.3%) and concept development (19.4%). These 3 themes can be further subdivided into 8 sub-themes. It presents the need for improving technical functionality, efficient management of emergency data and data security, integrity and data sharing efficiency.

    Intelligent inspection research based on belt conveyor

    M14 and M33, two kinds of long-distance coal belt conveyors in Harwusu Coal Preparation Plant of Zhunneng Group, fail due to equipment quality and human factors, which affect the smooth operation of the coal mine. In order to solve this problem, the present situation of intelligent inspection of belt conveyors was analyzed, and the demand for intelligent inspection of belt conveyors was clarified. Then, the inspection robot was selected, and the system management analysis and the characteristic function design were carried out. The main inspection contents of the inspection robot were defined. The real-time monitoring interface shows that the inspection robot can provide high-resolution and infrared video information in real time, including micrometeorological information, inspection tasks, and inspection results. The inspection plan interface shows that the inspection robot can edit inspection tasks, make inspection plans, and deliver routine inspection tasks. The inspection report interface shows that the inspection robot can provide the device statistical map, device defects, statistical data, and task calendar.

    Detection and resolution strategy of UAV low-altitude conflict based on geometric relations

    In order to ensure the flight safety of multi-rotor UAVs in low-altitude airspace, a conflict detection model and conflict resolution strategy for UAV low-altitude flights were proposed. According to the current Automatic Dependent Surveillance-Broadcast (ADS-B) data of the UAV, the interactive multi-model volumetric Kalman filtering algorithm (IMM-CKF) was used to predict the trajectory of the next stage, and the potential conflict objects were screened. According to the characteristics of the flight protection area, the AABB bounding boxes of the two aircrafts are constructed, and the three-dimensional collision detection algorithm was used to judge whether the two aircraft conflict, and SOSA flight conflict resolution strategy was proposed. Finally, four common conflict scenarios were constructed. The proposed algorithm was used to detect flight conflict. The SOSA combined resolution strategy and the traditional resolution strategy, such as the height adjustment method, the direction adjustment method and the speed adjustment method were used to resolve the flight conflict according to the situation. The results show that the flight conflict detection method based on the AABB bounding box can quickly detect conflicts within 0.02 s, and the use of SOSA combined resolution strategy can reduce the increase of the flying distance to less than 5% of the direct flight distance compared with the traditional resolution strategy. The conflict detection method is robust in real time, the complexity of the resolution strategy operation is low, and the payment distance is small during the conflict resolution process.

    Quantitative evaluation of pilots' unsafe operation behavior driven by QAR data

    To achieve a quantitative evaluation of pilots' unsafe operation behavior, this study proposed a method based on QAR data to evaluate pilots' unsafe operation behavior. Firstly, the theory and classification methods of human unsafe behavior were analyzed, and then five evaluation indexes (Time deviation, Sequence error, Omission, Redundancy, Over limit) were proposed from the time dimension and space dimension based on pilots' unsafe operation behavior characteristics. Then, 78 flight experts were asked to classify the unsafe events of FOQA according to the five evaluation indexes mentioned above. After that, the quantitative evaluation index system of unsafe operation behavior of pilots was formed, which covered the whole flight operation process. Finally, a quantitative evaluation model of pilots' unsafe operation behavior was constructed, and the quantitative calculation of pilots' unsafe operation behavior was realized by combining QAR data. The results show that this method can be used for quantitative evaluation of pilots' unsafe operation behaviors such as error and violation, and provide a reference for airlines to carry out specific risk management and training of unsafe behaviors.

    Research overview of roadside accident risk assessment and roadside safety design

    In order to comprehensively understand the research progress of roadside safety and formulate prevention and control programs, the development directions of roadside safety were shown from three aspects: the proportion of publication, the source of publication and the country of publication. Then, the research status, existing issues and future development trends of roadside safety were analyzed from two aspects: the risk assessment of roadside accidents and the roadside safety design. Finally, the different evaluation models and prediction methods for the risk assessment of roadside accidents were summarized. The results show that the first ten significant cause factors that lead to high-risk roadside accidents are, in decreasing order of importance, driver age ≤ 25 or ≥ 65, alcohol, small radius curve, speeding, failure to use seat belts, heavy trucks, heavy traffic, objects adjacent to the lane, no lighting/night, and the narrow shoulder. In terms of roadside accident risk assessment, future research should integrate mobile and static multi-source data, put forward a method for assessing the risk situation of roadside accidents, and further explore the interaction mechanism of accident causation factors. In the aspect of roadside safety design, a set of reasonable and effective protection methods should be suggested from the aspects of accurately quantifying the width of the clear zone, formulating the setting conditions of clear zone, reasonably matching the grade of guardrail and reducing the design cost of energy dissipation of traffic facilities. In addition, under the current research focus on intelligent network connection, it is also the future research direction to improve the vehicle running stability by constructing a human-vehicle-road collaborative comprehensive perception system and a road network comprehensive operation monitoring and warning system.

    Current situation, challenges and prospects of occupational injury protection system in China

    In order to alleviate the problem of "no insurance to rely on, or it is difficult to rely on insurance" for workers in the new employment form, this paper studied the current situation, challenges and prospects of China's occupational injury protection system under the background of "three new" economy. Firstly, the present situation of China's occupational injury protection system was analyzed from two aspects: system orientation and definition of insured objects and system sorting. On this basis, the development and challenges of China's occupational injury protection system in four directions of levels, structure, legislation and coordination were summarized. Then the experience of occupational injury protection at home and abroad was condensed, and the three important stages of local pilot development of occupational injury protection system in China were divided. Finally, the prospect of an occupational injury protection system based on "three new" economy was proposed. The results show that: China's occupational injury protection system is orientated as a social insurance, and the insured objects should cover new occupational groups that do not have labor relations and do not fully meet the established labor relations, and traditional occupational groups that show new employment patterns. The scope of protection and policy framework still need to be continuously improved during the "14th Five-Year Plan" period.

    A review of research on occupational hygiene risk assessment and management of pharmaceutical dusts

    In order to improve the prevention and control system of occupational hazards of pharmaceutical dust in China and ensure occupational health of workers and sustainable development of pharmaceutical industry, the occupational hazards were investigated by briefly reviewing the cases of occupational exposure to pharmaceutical dusts that led to adverse health effects domestic and overseas. The research history and achievements of risk assessment and risk management of pharmaceutical dust were summarized, and further advice was provided based on the current research status of China. The results show that pharmaceutical dust is toxic, allergenic, carcinogenic and reproductive toxic, but it has not been paid attention to in China. Although the pharmaceutical industry as a whole has basically established a framework for risk assessment and management of pharmaceutical dust, many details still need to be improved. The research on pharmaceutical dust in China is in the initial stage, which is not deep and comprehensive enough, and there are still many problems to be further explored together.

    Research on 3D real scene reconstruction for road traffic accidents

    In response to the shortcomings of traditional methods for scene investigation of road traffic accidents, such as long time consumption, difficulty in re-exploration, and low accuracy, the technology of three-dimensional (3D) real scene reconstruction for road traffic accidents was explored. Combined with the application experience of 3D real scene reconstruction in relevant fields, the following research work including field image acquisition and internal model construction was carried out. In response to the diverse geological forms, uncertain scale, and short duration of traces at road traffic accident scenes, a series of UAV tilt photography was proposed for different types of accident scenes. The algorithm of 3D real scene reconstruction for traffic accident scene modeling was designed, and the precision inspection method of accident scene survey based on 3D real scene model was developed. A single vehicle rollover accident on Shanxi highway was selected as a case study to construct a 3D real scene model of this accident and to verify its accuracy. Research has shown that the survey method for road traffic accidents based on a 3D real scene model can reduce the survey time by more than half and facilitate re-survey after traffic recovery. Besides, the constructed 3D model of the accident scene has an accuracy of centimeter level, and the measurement error meets the industry standard of Investigation of Road Traffic Accident Traces and Evidence issued by the Ministry of Public Security.

    To effectively prevent and control coal mine underground belt conveyor fire accidents and ensure the safety of lives and property of coal mine workers, the fire causes, combustion characteristics, smoke flow characteristics, monitoring and early warning technologies, and prevention measures of mine belt conveyor fires were systematically analyzed. Then, further prospects were proposed based on the current research status. The results showed that the main causes of belt conveyor fire were friction temperature rise, electrical equipment failure, and open flame. There were some limitations for the tunnel fire model and corresponding numerical simulation parameters used to study the fire combustion and smoke flow characteristics of belt conveyors, the actual working conditions and environmental parameters of the transportation tunnel should be comprehensively considered. Although there were monitoring and early warning systems for belt conveyor fires in China, they had some limitations. It was necessary to introduce emerging technologies such as 5G, big data, and artificial intelligence, and combine them with hardware detection and personnel management to improve the coal mine belt conveyor fire prevention and control system, and then comprehensively promote the construction of safety and intelligent in coal mine.

    Interval non-probabilistic reliability analysis of support structures for deep tunnel

    Aiming at the current situation of a lack of uncertain data, an interval non-probabilistic tool was introduced to perform a preliminary investigation in the domain of reliability analysis for the support structures of the deep tunnel. Firstly, the mechanism of the shearing slip displacement in the weak rock surrounding the deep tunnel was taken as an illustrative example, and a method was developed to calculate the total support resistance by using the combined support modes. Subsequently, based on the framework of the interval non-probabilistic theory, and meanwhile considering the influence caused by the interval extension problem, the applicability of the interval non-probabilistic tool was discussed for reliability study on the support structures of the deep tunnel. Eventually, a fluctuation range was defined to characterize the variations of the interval used for those uncertain parameters, and on this basis the difference for the level of those effects of fluctuations regarding a single-parameter and multiple-parameters coupling on the reliability of the support structures was revealed via the sensitivity analyses. The results manifest that the greater the fluctuation range of the interval for the uncertain parameters, the smaller the value of the non-probabilistic reliability index will be. Moreover, the larger the number of uncertain parameters involved in the fluctuation coupling, the higher the decrease in the value of the non-probabilistic reliability index will be. Hence, this situation makes the unfavorable effects on the reliability of the support structures more significant.

    Passenger flow distribution method under urban rail transit operation interruption

    To accurately grasp the passenger flow distribution status under the condition of urban rail transit line operation interruption and improve the level of rail transit emergency response and decision-making, firstly, comprehensively considering the impact of train congestion and transfer behavior on passenger travel path, an impedance function based on passenger travel path was constructed to calculate the mean and variance of travel impedance and set the judgment conditions for selecting an effective path. Secondly, fully considering the limited rationality of passengers' risk and decision-making behavior in uncertain environment, the strategy of passenger route selection under line interruption was studied and analyzed based on cumulative prospect theory, the endogenous reference point based on travel time was set, and the cumulative foreground value of passenger travel path was calculated. Finally, a Logit-type stochastic equilibrium model of network passenger flow distribution under urban rail transit interruption was established. The model was solved by method of successive algorithm (MSA) and the weighted distribution of traffic on each path was realized by Matlab programming. The feasibility and validity of the model were verified by taking the actual interruption event of Beijing Metro Line 5 as an example. The results show that the error rate between the passenger flow distribution results of this model and the actual data of the passenger flow of Beijing Metro section is within ± 10% at each section, which can effectively identify and master the passenger route selection behavior under interruption, and can accurately identify the congested section conditions.

    Bibliometric research and visualization analysis of urban community emergency management

    In order to improve the theoretical and practical level of community emergency management, CiteSpace software was used to collect 235 journal papers indexed in the China National Knowledge Infrastructure (CNKI) database. A knowledge graph of co-occurrence, keyword clustering, keyword frequency, and timeline visualization between authors and research institutions was drawn. The research strength, focus, hotspots, path evolution, and frontiers of urban community emergency management were specifically analyzed. The results indicate that previous research has mainly focused on three main themes: urban community emergency management issues and challenges, emergency management system mechanisms, and emergency management methods. It has gone through four stages: "initial development and research exploration" (2004-2007), "test baptism and research improvement" (2008-2012), "connotation improvement and research deepening" (2013-2017), and "emergency modernization and research systematization" (2018-). The concept of modern emergency management, the construction of emergency management models, emergency culture and legalization, and the research on the subject, object, and content of emergency management are receiving attention from the academic community.     Study on spreading characteristics and fire extinguishing efficiency of water mist based on UAV-borne fire extinguishing bombs

    In order to verify the feasibility and efficiency of UAV-borne fire extinguishing bombs for extinguishing fire, the structure of UAV-borne fire extinguishing bombs was designed and optimized. The extinguishing fire process of the fire extinguishing bombs was formulated; field tests and full-scale tests of fire extinguishing by UAV-borne fire extinguishing bombs were developed; a high-definition camera was used to record the entire process, including UAV-borne fire extinguishing bomb release, burst, spreading of water mist, and fire extinguishing action; statistical analysis was performed on various parameters, such as spreading area and real burst height, and the influence of different technical parameters on the fire extinguishing efficiency of the fire extinguishing bombs was studied. The results show that: the error in release height of the fire extinguishing bombs is less than 3.5 m, and the error in burst height is less than 2 m; the dispersion intensity distribution of water mist shows a decreasing trend from the center; the spreading area of water mist is positively correlated with the release height but negatively correlated with burst height; the preset technical parameters are a release height of 35 m and a burst height of 8-10 m to achieve the best fire extinguishing efficiency.

    Influencing factors on severity of vehicle-pedestrian conflict at unsignalized intersections

    In order to improve the crossing efficiency at unsignalized intersections and the safety of pedestrian crossings, K-means++ algorithm was used to cluster the conflict indicators to determine the severity of vehicle-pedestrian conflict. Severe multicollinearity and insignificant influencing factors were eliminated by multi-collinearity test and Pearson correlation analysis, and then the influencing factors were ranked. Multiple ordered Logistic regression algorithm was used to compare and analyze the specific influence of each significant independent factor on the severity of vehicle-pedestrian conflicts. The results show that the severity of vehicle-pedestrian conflicts can be divided into severe, general and minor conflicts by taking time to collision, gap time and deceleration to safety time as conflict indicators. The influence of gender, distracted behavior, waiting time, average crossing speed and whether accompanied by others on the severity of conflict decreased successively among the pedestrian characteristics. Headway, driving intention and vehicle type have significant effects on the severity of conflict among the vehicle characteristics.
