论铁路企业风险评估与隐患排查的相互应用

Mutual application of risk assessment and hidden danger investigation in railway enterprises

摘要: 为探索隐患排查与风险评估结果互相应用的模式,通过梳理隐患排查与风险评估知识,在理论研究的基础上,探讨如何建立风险管控与隐患排查工作结果的运用机制,将风险评估结果应用于建立隐患排查清单的工作当中,再将隐患排查结果应用于风险评估过程中;并通过某铁路公司单月安全管控情况验证研究方式的有效性。研究结果表明:通过采用隐患排查结果作为评估数据可以使评估结论与隐患排查范围紧密结合,使得评估结论可以指导隐患排查工作重点,从而提升隐患排查效率。采用周期内实际存在的不同类别的隐患问题数量比值代替专家打分,使风险评价工作更加客观,符合现场安全生产实际情况。

Abstract: In order to explore mode for mutual application of hidden danger detection and risk assessment results, by studying the knowledge of hidden danger detection and risk assessment, the result application mechanism development of the two was discussed based on theoretical research. Then, risk assessment results were applied to the establishment of hidden danger check list, and results of the latter was applied to risk assessment process. Finally, case study on a railway company's monthly safety management and control was carried out to verify the mechanism. The results show that with hidden danger check results as evaluation data, evaluation conclusion can be closely combined with scope of potential hazards investigation, providing guidance for the investigation, thus improving its efficiency. Moreover, risk assessment can be more objective and consistent with actual situation of production safety by using ratio of different types of hidden danger problems rather than expert scoring.
