Model and algorithm for lean principle based deploying emergency resources

Abstract: In order to improve the ability to cope with sudden natural disasters,and improve the efficiency of emergency response,scenario modeling method was used to construct different disaster scenarios,and a lean deploying model of emergency resources was built which was aimed at maximizing the social value of emergency rescue,considering distribution fairness and resources limitation.Main decisions included location and scale of facilities,allocation of emergency supplies in different scenarios.An improved differential evolution algorithm was worked out to solve the model and the algorithm was verified by a numerical example.The results show that the model can achieve the goal that maximizing social value of limited emergency resources,and the improved differential evolution algorithm can be used to obtain the optimal solution of the model and provide a basis for decision making.
