Discussion on legislation of UAV safety management along high-speed railway

Abstract: UAV industry has developed rapidly at home and abroad since it emergence, and has been widely used in many fields, but it pose a challenge to public safety and legal order because of some inappropriate uses.In order to improve the UAV safety management legislation along the high-speed railway, analyzed the present situation of UAV safety management legislation.Summarized the relevant provisions of domestic existing laws and regulations on UAV safety management, and discussed the three elements of UAV safety management legislation and legislation along the high-speed railway. The researchs show that UAV safety management legislation along the high-speed railway should have three elements: UAV prohibited flight range, supervisory and administrative department and legal responsibility. When the local regulations related to the safety of high-speed railway are issued, it is suggested to include the safety management regulations of uav along the high-speed railway. It′s also suggested that the UAV safety management regulations should be supplemented when revise the relevant laws and regulations on railway safety.
