    In order to ensure the safety of railway transportation of dangerous goods, combining with the railway system reform and the new characteristics of the dangerous goods transportation system, status quo of railway dangerous goods transportation was combed. Problems in the transportation of dangerous goods by railway were analysed from dangerous goods regulations, safety evaluation, personnel training, emergency plans, rescue equipment, transportation enviroment and so on.Research shows that the optimized system model can form a full chain of supervision, improve the standardization of dangerous goods transport operations, improve the risk handling capacity and response speed of dangerous goods, and effectively reduce the risk degree of dangerous goods transport.

    In order to give full play to the important role of safety management system in enterprise safety management,firstly, integrate the occupational health and safety management system and the work safety standardization system, infrastructure construction of safety standard, basic management, assessment and evaluation system were complete.Secondly, overage and penetration of system establishment and implementation, risk identification and control, and human, machine, material, method, environment, measurement and other links, sub-system of safety grade evaluation and hidden danger detection and management were constructed and completed.Lastly, through the operation practice and continuous improvement of the safety management system with the core structure of safety level evaluation and hidden danger detection and management, the finalization and copying translation were completed, the current unified mode of safety management system for CRRC global all-level production and operation enterprises was formed.The results show that the occupational health and safety management system is transformed through the field practice of enterprises,it can not only realize the universal standard implementation goals such as effectively undertaking professional standards and quickly replenishing the weak points of management, but also realize the individual needs of enterprises such as system implementation, resource allocation, site management, performance appraisal and other all-round whole-process inspection and evaluation.

    In order to protect the interests of individual workers, enterprises and the state that in work-related work stoppage and salary period, the status of work-related injury stoppage in Beijing passenger transport section in recent years were investigated and analyzed. The correlation between the age, position, working environment, residence and other factors with the actual enjoyment of the paid period were analyzed, five problems were researched.A new mode of management and control on the premise of humane care was put forward.Corresponding countermeasures and suggestions for the existing medical institutions and medical personnel′s over-treatment behavior was put forward.The results show that the management and control of shutdown and salary period should ensure that employees are in good health. When they are not on the job but enjoy on-the-job treatment, the time should be reasonably controled.The unnecessary waste of medical resources can be effectively avoided through strict supervision. The deterioration of diseases caused by excessive medical treatment can be avoided by making the code of conduct of medical practitioners in different places.

    In order to solve the problems in the normal prevention and control of COVID-19 in the railway system, such as weak basic work and insufficient protection knowledge, etc. Firstly, the key points of prevention and control including personal management and unit control were confirmed.Then, a comprehensive prevention and control management system was established, measures such as temperature measurement screening of staff, workplace access registration, strict environmental disinfection, and food safety guarantee and so on. Finally, the train unit with epidemic situation were dealt with in emergency.The results show that the railway system should strengthen the implementation of standardized epidemic prevention workflow, strengthen personnel knowledge training,continue to strengthen the information collection and monitoring of COVID-19.Improve the level of epidemic prediction and analysis and enhance the ability to respond to public emergencies.

    In order to realize the safety risk management of ultra-long railway tunnels, gateways should be moved forward and the hidden risks should be treated at the source. Based on analysis of characteristics of railway super-long tunnel project and the main safety risks, a dual prevention mechanism for safety risk grading control and hidden danger investigation in the railway super-long tunnel project was proposed. "Three lists-two-lines-one platform" supervision system was innovatively constructed. System construction measures such as norms for risk grading management and control, supervision and guidance opinions on safety risk management and control, implementation rules for the identification and control of hidden dangers, and supervision and inspection guidelines were introduced. The results show that establishment of a dual prevention mechanism is conducive to breaking the chain of risk factors transmission, preventing the occurrence of major accidents, improving the government supervision system and supporting systems. It would help supervise all parties involved in the construction to carry out classified management and control of safety risks and troubleshooting of hidden dangers.

    In order to maintain the safety environment of China′s high-speed railway and promote the rapid development of high-speed railway construction, firstly, relevant policies of railway safety and environmental governance were sorted out through literature research.Then, field research and other research methods were used to collect statistical data of China′s high-speed rail environment centralized remediation, various safety hazard data were focusing counted and analyzed on along the high-speed rail environment. Researchs show that there are many problems in the environmental governance process of China′s high-speed rail, including inconsistent legal basis, unclear responsibility, long-term work mechanism needs to be further improved, safety control issues along the high-speed rail, lack of construction and use standards for colored steel buildings, passed summarize and analyze the causes of the above-mentioned problems and put forward targeted recommendations improve relevant laws and regulations, continue to improve long-term working mechanisms, comprehensively strengthen safety management and control along the high-speed rail, and promote the formulation of color steel construction standards to ensure the safety and environmental governance of high-speed rail.

    UAV industry has developed rapidly at home and abroad since it emergence, and has been widely used in many fields, but it pose a challenge to public safety and legal order because of some inappropriate uses.In order to improve the UAV safety management legislation along the high-speed railway, analyzed the present situation of UAV safety management legislation.Summarized the relevant provisions of domestic existing laws and regulations on UAV safety management, and discussed the three elements of UAV safety management legislation and legislation along the high-speed railway. The researchs show that UAV safety management legislation along the high-speed railway should have three elements: UAV prohibited flight range, supervisory and administrative department and legal responsibility. When the local regulations related to the safety of high-speed railway are issued, it is suggested to include the safety management regulations of uav along the high-speed railway. It′s also suggested that the UAV safety management regulations should be supplemented when revise the relevant laws and regulations on railway safety.

    In order to improve the efficiency of China′s railway safety supervision, standardize the railway safety supervision behaviors and ensures the railway safety operation, status quo of railway safety supervision in China, the United States and Japan were studied from aspects of railway safety supervision system, railway legislation, law enforcement team construction and so on. Based on analysis of causes of China′s railway safety supervision problems and the advanced experience abroad, suggestions such as improved the railway safety regulation system, established a scientific supervision system, increased the intensity of accident investigation and accounted was put forward. The results show that there are some problems in our railway safety supervision such as lagging regulations, uncoordinated systems, and low performance efficiency and so on. While foreign railways have established a relatively complete supervision system and achieved practical results in safety supervision through legislation. Learning from foreign experience is helpful to improve China′s railway safety supervision level.

    In order to strengthen the safety management of regional railway and ensure the safety and smoothness of railway transportation, similarity in accidents of regional railway in recent 10 years were summarized and the national railway and other transportation areas of effective safety management practices were learned,the purpose was to make theoretical analysis and comparative study.The results show that analyzing potential safety hazard of regional railway on site, including insufficient development momentum of enterprises, low technical quality of personnel, low technical content of equipment configuration, weak crisis awareness of employees, and no effective safety guarantee system. Then, it is proposed that regional railway enterprises should be supported from the government level, and the operation mechanism of government coordination, departmental cooperation, railway transportation enterprises′ responsibility, industry supervision and social supervision should be established, so that local railways can participate in market competition better, improve the resource allocation of China′s railway industry and promote the healthy development of China′s railway transportation.

    In order to strengthen the safety supervision of railway dangerous goods transportation, SWOT was used to study and improve the railway dangerous goods transportation safety management system and improve the improvement measures to enhance the safety management capability. Four aspects such as internal advantages, disadvantages, external opportunities, and challenges were discussed from the current situation of China′s railway dangerous cargo transportation safety supervision, based on SWOT analysis matrix, improvement countermeasures to strengthen safety supervision of railway dangerous goods transportation in China was proposed from five aspects, such as strengthening top-level design, perfecting supervision legal system, strengthening personnel protection, enhancing safety supervision ability and strengthening interest balance mechanism. The research shows that through multi-dimensional improvement of railway dangerous goods transport safety supervision system and system, so as to continuously improve the supervision level, maintain the railway dangerous goods transport safety and stability.

    In order to study the occupational safety adaptability of railway locomotive drivers, system analysis theory was used to analyze the influencing factors of the occupational safety adaptability of railway locomotive drivers from four aspects of work pressure, self-efficacy, safety support and safety quality, an evaluation index system of 4 first-level indicators and 12 second-level indicators were established,a comprehensive occupational safety adaptability evaluation model used AHP and fuzzy comprehensive evaluation method was build, and the occupational safety adaptability of locomotive drivers in the X locomotive depot was empirically studied,the index evaluation membership degree through the statistical analysis of the questionnaire survey results was determined, and occupational safety adaptability level for locomotive drivers was gained by used the evaluation model .The results show that the locomotive driver′s occupational safety adaptability level in the X locomotive depot is good, but the work pressure index score is low. The locomotive driver′s career planning and regular psychological counseling should be strengthened.

    In order to find out the damages of the station structures timely to ensure structural safety to the greatest extent, an overview of health monitoring on railway station structures, including canopy without platform columns, roof structures, elevated layer and bearing rail layer were presented, problems of sensor layout, structural damage identification and early warning threshold in the passenger station structural health monitoring were analyzed, identification methods of structural damage was introduced and suggestions in the aspects of structural construction, operation and maintenance were put forward.The results show that damage identification method suitable for railway station should be studied based on existed methods, operating environment and structural features.Optimized arrangement of sensors should also consider operational requirements of construction. Information sharing between construction and operation departments should be strengthened so as to form a long-term and effective monitoring and management mechanism of railway passenger station structure health.

    In order to prevent and reduce the occurrence of railway safety accidents and solve the problem that construction workers frequently change deceleration signal boards according to train release conditions, .firstly, overall framework and system composition of the intelligent mobile deceleration signal board were constructed according to the railway technical regulations and application business scenarios..Then, display components of mobile signal board was innovatively designed by using the flap display technology and the intelligent control components of the deceleration signal board were studied by using low-power technology of STM32 microcontroller, high-precision positioning technology of Beidou foundation and mobile communication technology.Finally, an intelligent mobile deceleration signal board management method and remote control system were proposed.The results show that intelligent mobile deceleration signal board can realize the automatic adjustment and remote control of the speed limit display,at the same time, it has the characteristics of portability and low power consumption, meets on-site use and effectively reduces number of operators on the railway during non-skylight hours.

    In order to solve the key problem of the soft rock tunnel passing through the water-rich stratum on the plateau, the key technology of dynamic control of water disaster was studied by TSP. Firstly, the high-precision comprehensive quantitative identification of groundwater was put forward. Then, the estimation technology of water inflow and the anti-slope drainage and its optimization technology of dynamic monitoring of water inflow were put forward, which were verified by an example of Changcaogou tunnel of Dunge railway. The research results show that the technology of high precision comprehensive quantitative identification and estimation of groundwater inflow based on seismic wave, induced polarization, ground penetrating radar and transient electromagnetic method, as well as the reverse slope drainage and its optimization technology of water inflow dynamic monitoring, it can realize the dynamic risk management of groundwater during the construction of extra-long tunnel. This technology can reduce the risk of tunnel construction, ensure the safety of tunnel construction, enrich the methods of tunnel drainage, and protect the water source ecological environment of the tunnel site.

    In order to improve the degree of automation and Intelligence of high-speed railway, and enable the ATO system of high-speed railway to replace the work of drivers and crew, effectively reduce the labor intensity of drivers and reduce the energy consumption of operation, firstly, combined with the definition of GOA, the present situation of ATO system of China′s high-speed railway was introduced, then the differences between ATO system of high-speed railway and FAO system of urban rail transit were presented from four aspects of system architecture, operating conditions, vehicle interface and operation management requirements. Finally, the feasibility of realizing FAO of high-speed railway was discussed. The results show that FAO is the inevitable trend of CTCS, the GOA of high speed railway can be further improved.

    In order to improve safety and reliability of SGSN, core equipment of global system for mobile communication for railway GSM-R data service in railway mobile communication system was studied,activation process of PDP, GTP version of SGSN equipment and setting of PDP activation timer in GSM-R network were analyzed.According to actual operation of current network and fault case analysis, processing mechanism of parameters was studied in detail, and parameter combination scheme and protocol coordination with other equipment were explored.The results show that fault between SGSN and GGSN can be effectively reduced by reasonable configuration of SGSN GTP and PDP activation timer.Avoid service impact caused by network delay and protocol mismatch between devices, and improve the safety and stability of network.

    In order to promote the normal use of GSM-R VGCS in railway integrated digital mobile communication system, ensure that under abnormal conditions and emergency situations to deal with the important issues endangering the safety of railway traffic smoothly, implementation principle and implementation technical scheme of GSM-R VGCS was analyzed, and two typical cases of abnormal application of VGCS in railway communication network was combined with, the root cause of the problem that focuses on VGCS flow between GSM-R system and scheduling communication system were mainly studied, and the implementation scheme was optimized and adjusted. The research shows that: by optimizing and adjusting the implementation scheme of VGSC between GSM-R system and dispatching communication system, the abnormal application of GSM-R VGCS under complex conditions such as railway hub or cross bureau area can be effectively avoided.

    In order to solve traffic safety problem caused by track irregularity in China' rail transit, dynamic detection technology and method of track irregularity were adopted to detect the track parameters such as track wave abrasion. Firstly, current track irregularity dynamic detection technology was discussed. Then, combining with practical engineering application, laser displacement detection technology was systematically studied and described by the string measurement method for short-wave irregularity of orbit surface (rail corrugation) in the vertical irregularity of orbit. The results show that grinding parameters through acquisition, processing and feedback, orbital wave and location information, can be found that smooth track conditions adverse site, evaluating track state, on-site grinding strategy, operating plan, thus to improve working efficiency of orbital repair construction site, and can assess rail grinding repair effect, lay a foundation for intelligent polishing.

    In order to guarantee the safe operation of PRT scheduling control system, and ensure the convenience and efficiency of PRT′s development and use, security architecture and operation mode of proper PRT system were studied and designed. Based on characteristics and development objectives of PRT system, the functional requirements of scheduling and control system were summarized, a framework with reasonable applicability and reliability was established, the differences of transport elements among different operation modes of PRT system were summed up. Based on the safe architecture, four operation modes were discussed and their safety control flows of the system operation were given for the development of the operational control program. The results show that PRT can undertake the passenger transportation task in regional traffic more effectively depending on the reasonable security architecture and operation mode of dispatch control system.

    In order to improve the safety management level of railway express, based on the design of logic structure and function module of railway express cargo safety warning system, influencing factors of railway express cargo safety were analyzed, level of personnel, goods attributes and external conditions of three aspects of early warning indicators were determined, analytic hierarchy process (AHP) and expert evaluation method were used to determine the weight of each index, and a railway express cargo safety warning model based on fuzzy comprehensive evaluation method was constructed, qualitative description was transformed into quantitative evaluation, and the early warning level of railway express cargo was calculated.The research shows that by effective means, safety of railway express cargo can be evaluated by quantitative indexes that affect the safety factors of railway express cargo. By quantifying the influence of safety factors, it can provide necessary reference for managers to take corresponding safety measures.

    In order to solve the problems of railway supervision process of informative, heavy task, information island and other issues that affecting the safety protection, and to further improve the statistical data sharing and safety efficiency of the railway industry. The overall system architecture was proposed through detailed analysis of the actual business needs of the railway industry statistical work. Combining with the existing business characteristics and security requirements, the safety protection system was designed from the perspective of internet + management. Application test was conducted with the safety accident information processing rate as an example. The research results show that the system further optimizes the business process of railway industry statistical survey and improves the work efficiency.Security protection system makes the system operation environment meet the requirements of three levels of information security protection, and effectively improves the security, real-time and convenience of the railway industry statistical survey system.

    In order to improve the level of railway enterprise network safety risk identification and strengthen risk control ability to ensure the safety and stability of railway information system. Through comprehensive analysis of railway information system and risk of unsafe factors, combined with the network information system safety levels to protect related documents, put forward a kind of to carry out national, China railway group network safety system, for ensuring adequate funding for safety, network and host safety, system running safety of four levels of risk evaluation indexes. AHP was introduced to determine weight of each evaluation index, and then a quantitative and qualitative evaluation index system was proposed.The results show that evaluation index system can objectively, accurately and conveniently evaluate network safety risk of railway information system, and then improve network safety protection level of information system.

    In order to ensure safety of high-speed railway transportation and improve work efficiency of completion acceptance, reduce test cost, save test time and put into operation as soon as possible, based on big data of dynamic detection of 101 high-speed railway projects in the actual acceptance work, dynamic inspection projects was analysed, studied and optimized. Firstly, experience and lessons in acceptance of high-speed railway from technical level was summarized. Secondly, existing problems were explored and analysed. Finally, improvement measures of high-speed railway completion acceptance system and technical standards was put forward. The results show that when revising supporting specifications for completion and acceptance of high-speed railway, testing items should be simplified based on big data of dynamic testing. Problems found in static acceptance inspection should be attached great importance, rectification before preliminary acceptance inspection can improve efficiency of completion acceptance inspection and provide more guarantees for operation safety of high-speed railway.

    In order to ensure the phase I project of Abuja Mass Railway Transit in Nigeria can get into formal operation smoothly, firstly, legal requirements of technical conditions for formal operation of urban rail transit in China were analyzed and the necessity of safety assessment of operation technical conditions before formal operation was expounded, then, based on the characteristics of the project, the work contents of prerequisite confirmation, system function verification, system linkage test and operation preparation were analyzed respectively to determine the key items of safety assessment,finally, organizational patterns and interface issues were analysed and implemented.The results show that it is necessary to introduce domestic safety evaluation mechanism before the new line of overseas urban rail transit project is officially put into operation, the adaptability analysis and adjustment should be made to the content and implementation mode of the safety assessment mechanism according to the equipment configuration characteristics of the project system and the operation environment of the location.

    In order to accurately and effectively evaluate the safety of railway passenger transportation, railway passenger transportation safety evaluation system was constructed. Subjective weight was determined by AHP, objective weight was determined by the entropy method, the subjective and objective weights were combined, and game theory was used to calculate the comprehensive weight, the weight proportion of each influencing factor was determined, and the cloud model was used to evaluate railway passenger transportation safety. Take a train station S as an example, according to the actual situation of S station quantization index, the cloud model was used to evaluate it. The research results show that the factors that affect the safety of railway passenger transportation account for a relatively large proportion of factors such as the safety of equipment design and use, the harsh natural environment and social security, and corresponding measures need to be taken to prevent problems before they occur. At the same time, the feasibility of the combined weighting cloud model in the safety evaluation of railway passenger transportation is verified.

    In order to reduce the risk of high-speed rail safety risks, F-ANP was used to evaluate the safety risk level of high-speed railway.Through statistical analysis from the management, personnel, equipment and environment of high-speed railway construction and operation, the index system suitable for high-speed railway risk was constructed,F-ANP method was used to determine the weight of non-independent risk factors in the index layer and the complex relationship between them. Based on the evaluation opinions and results of experts in related fields, a comprehensive fuzzy matrix was established to evaluate the risk level of high-speed railway.The results show that combined with expert opinions and network analysis, the complex risk factors in the construction and operation process of high-speed railway can be quantified relatively comprehensively and accurately, and the model method used to evaluate the risk level of high-speed railway can be built, so as to carry out safety warning and whether to take relevant safeguard measures.

    In order to evaluate information safety level of the train operation control system of urban rail transit, some suggestions on risk management were put forward, information safety risk assessment method for train operation control system was studied. Firstly, equipment composition and train control principle of train operation control system based on communication were introduced. Then, complex network model of train control system was constructed, and the mobile authorization transmission path was proposed to analyze the impact of network attack on train control. Secondly, the attack tree method was used to determine the possibility of network attack events. Finally, method of information safety risk assessment of train operation control system was given, and the simulation was carried out by the semi-physical simulation platform.The research shows that this method can find the weak links in the system and reflect information safety state of system.

    In order to explore formation mechanism of emergencies along line caused by external environment of high-speed rail, and all risk factors that cause emergencies along line was studied, based on Tropos risk framework, a social technology system model for emergencies along high-speed rail was constructed. Apply risk analysis theory, risk points through mining of actors was identified, and formation mechanism of emergencies along high-speed rail was analysed.List of potential safety hazards along high-speed rail was extracted, and practical and feasible prevention and control measures were put forward. The research results show that sources of emergencies along high-speed rail line mainly include natural environment, people, construction units, surrounding objects and animals, illegal behavior of pedestrians on the road and other risk factors such as illegal construction by construction unit are important sources of emergencies along high-speed rail. In addition to natural environment and surrounding objects that directly affect safety of high-speed rail operations, and there is coupling effect between the two on high-speed railway.

    In order to elevate the level of occupational disease prevention in railway locomotive manufacturing enterprises,an occupational-disease-prevention system was established. Enterprise occupational disease hazard factors, concentration and intensity were analyzed, the key control points of occupational disease prevention was judged and identified, reasons of exceeding was analysed, the standard and control measures and suggestions were put forward.The establishment of occupational disease prevention management system was discussed based on the results of investigation and analysis, from the overall framework, three dimensions of prevention, treatment and protection, six aspects of hazard management, preliminary prevention, basic management, site management, emergency management and related party management were explained systematically. Research results show that casting, polishing, water resistance experiment, air compressor station, driving test and painting operation point are the key control points of occupational diseases in railway locomotive manufacturing enterprises.
