Emergency material distribution and transportation optimization model considering altruistic behavior of disaster victims

Abstract:

In view of the realistic problem that the victims had empathy and altruistic behavior spontaneously after emergencies, a multi-objective optimization model of emergency material distribution and transportation considering the altruistic behavior of victims and regret theory was constructed to optimize the distribution and transportation process of materials from the perspective of victims. Firstly, considering the reality of material shortage in the disaster area and the behavior conditions of the victims ' neighborhood mutual assistance, the unmet amount of material distribution was minimized in the process of emergency materials distribution. Secondly, in the process of emergency material transportation, the perceived utility function was obtained by using the regret theory and the transportation cost is minimized.. Finally, NSGA-II algorithm was used to analyze the actual case. The results show that the optimization model takes into account the altruistic behavior of the victims and gives emergency supplies to more need people, which helps to improve the utilization rate of supplies, alleviate the pressure of the disaster area and make the distribution of supplies more reasonable.
