基于“三道防线”模型的科研安全管理数智化平台构建

摘要：

为提升科研单位安全管理的系统性与智能化水平,首先,分析科研单位事故案例;其次,基于安全风险“三道防线”防控模型,融合数字化技术,构建以风险分级管控与隐患排查治理为核心的安全管理数智化平台,该平台包含风险预警指标体系、动态风险评分模型与专项安全管控模块;最后,进行实证分析。结果表明:基于“三道防线”模型建立的安全管理数智化平台,能够显著增强安全风险的早期识别、实时预警与闭环治理能力,提升科研安全管理流程效率与全员参与水平,为科研单位安全管理数字化转型提供技术框架与实践参考。

Abstract:

Accident cases of scientific research institutions were first analyzed to make the safety management of these institutions more systematic and intelligent. Secondly, based on the prevention and control model of "three lines of defense" for safety risks and digital technologies, a digital intelligent platform for safety management was constructed, with a focus on risk classification control and hidden danger management. The platform includes a risk early-warning indicator system, a dynamic risk scoring model, and specialized safety modules. Finally, an empirical analysis was conducted. The results show that the constructed platform based on the three lines of defense model significantly enhances early risk identification, real-time warning, and closed-loop management. It also improves process efficiency and full participation in scientific research safety management and provides a technical framework and practical reference for the digital transformation of safety management in scientific research institutions.
