Research on strengthening safety management of special purpose railway operation

Abstract

Abstract: With the gradual deepening of the railway industry reform and the continuous advancement of the “road to rail transport” policy, the volume of special purpose railways freight has continued to climb, but the difficulties the special railway freight is facing has been obvious. How to strengthen the safety management of special purpose railways operation is very important in the new situation. By combining with the state laws, regulations construction and the special purpose railways operation, the responsibilities of government social institutions, transportation enterprises, and property investment units in the safety management of special purpose railways operations were analyzed, and the factors affecting the safety management of special purpose railways operations were summarized. By using the AHP, an evaluation system of influencing factors was established and based on the system. Based on these prioritized class of sequence, safety management system of the special purpose railway operation was reconstructed, and the suggestion measures to guarantee the safety management of special purpose railways operation were proposed. The research results provide a basis for strengthening the safety management of special purpose railway operation.
