Evaluation method for plateau airports' emergency support capacity

Abstract: In order to address lack of a scientific quantitative evaluation method for plateau airports' emergency support capacity, firstly, content and features of these capabilities were studied, and operation characteristics of plateau airports and current situation of their emergency support were analyzed. Then, an evaluation index system was proposed which took into consideration emergency preparedness, emergency monitoring and warning, emergency response and rescue, recovery and construction afterwards. And a comprehensive evaluation model based on AHP and multilevel matter element extension was established. Finally, by using this model, emergency rescue support capacity of one plateau airport in southwest China was evaluated based on its actual operation data. The results show that this airport has "high" emergency support capability, and among all secondary indicators, only "recovery and construction afterwards" is rated as "general". Such evaluation results are basically consistent with conclusions of its annual work report on emergency management, which verifies rationality of the proposed evaluation index system and model.
