大型煤炭企业事故致因模型及对策分析

摘要: 为探究大型煤炭企业事故防范机制,统计和比较分析某大型煤炭企业在“十三五”期间的安全事故,探讨事故发生的体制机制性原因,建立适合大型煤炭企业事故分析的多元致灾分析模型,提出事故预防对策体系。结果表明:建立事故致因模型,分析安全事故致因,严格准入条件,实施煤炭开采向露天化转型,发展智能化煤矿,企业加大安全投入与管理强度,塑造员工安全行为,实现政府与市场实施有效监管,建立企业区域级应急救援体系,形成大型煤炭企业安全事故预防的对策体系,提高企业安全管理能力和水平。

Abstract: In order to study accident prevention mechanism of large coal enterprises, accidents that occurred during the 13th five-year plan period in these companies were statistically and comparatively analyzed, and the institutional and mechanism causes were discussed. Then, a multi-element hazard analysis model suitable for accident analysis in such enterprises was established, and a system of prevention countermeasures was put forward.The results show that establishing accident cause model to analyze the causes and implementing stricter entry requirements can facilitate transformation of open-air coal mining and development of intelligent mines. Enterprises should increase safety investment and strengthen safety management, shape employees' safety behavior and achieve effective supervision of the government and market. Moreover, they should also develop a regional emergency rescue system and a countermeasure system for accident prevention in large enterprises, thus improving their safety management ability and performance.
