SD model for emergency disposal of construction safety accident caused by rainstorm disaster

摘要: 为优化配置应急处置资源、高效处置暴雨灾害引发建设工程施工安全事故,用系统动力学(SD)方法研究应急处置系统中人员、设备、物资、指挥、环境、信息6类表征因素及其相互间的作用机制,构建施工安全事故应急处置SD模型;选取18个样本项目进行实证分析,提出应急处置差异性投入的优化策略。结果表明:在应急处置前期阶段,特别需要注重提高信息保障水平;在中期阶段,应着重提升救援指挥机构决策效率;在此基础上,持续保障应急处置全过程救援人员和设备的动态调配。

Abstract: In order to optimize allocation of emergency disposal resources and manage the construction safety accidents caused by rainstorm disasters effectively,six factors including personnel, equipment, materials, command, environment, information and correlations between them were systematically studied by using the system dynamics method. A construction safety accident emergency disposal SD model was built. 18 typical projects were used to carry on the empirical analysis. And an optimization strategy was put forward for the disposal. The result shows that the most important measure to improve the emergency disposal efficiency is increasing the speed and quality of information transmission during the early stage, increasing the decision efficiency of emergency command institution during the middle stage, and ensuring the dynamic allocation of the emergency resources in the whole process.
