摘要:

为提升企业安全管理水平,提出“紧盯1个目标、围绕1条主线、树牢2个理念、夯实2个基础、抓好3项工作、实现3个转变”的“112233”安全工作法,形成一套具有本企业特色的安全管理体系。以打造一流安全企业为目标,以安全生产专项整治3年行动为主线,树牢安全发展、绿色发展2个理念,基于安全生产标准化和“双基”建设,抓好责任落实、双重预防机制、不安全行为3项工作,推进实现管理职能、工作作风、服务意识3个转变。结果表明:“112233”安全工作方法能够促进企业安全生产责任体系、制度体系、双重预防工作机制、安全生产标准化建设等工作的实施,有助于提高企业安全生产治理水平和治理能力。

Abstract:

In order to improve the level of safety management in enterprises, the ″112233″ safety work method was proposed in this paper. The method was characterized by focusing on one goal and mainline, strengthening two concepts and foundations, fulfilling three tasks, and realizing three transformations. In addition, a safety management system showing the characteristics of the enterprises was formed. Enterprises should try to build themselves into first-class safety enterprises and take three-year special improvement action of work safety as the mainline. They should also strengthen the concept of safe and green development and follow standardized work safety and construction of two foundations. Furthermore, these enterprises should focus on responsibility implementation, double prevention mechanism, and unsafe behaviors, so as to promote the transformation of management functions, work styles, and service consciousness. The results show that ″112233″ safety work method helps enterprises implement the responsibility and institutional systems of work safety, dual prevention mechanism, and standardized construction of work safety. Therefore, it is helpful to raise the level and ability of enterprises to manage work safety.
