摘要/Abstract

摘要： 为提升铁路安全管理效能,通过详细剖析铁路安全监管业务需求,提出系统总体架构,分析设计铁路安全监督管理中监督检查、行政执法、事故管理和应急管理等各子系统的主要功能和结构;考虑在接入和使用过程中,移动安全监管应用所面临的各种安全问题,结合现有业务特点和安全需求,设计铁路安全监督管理系统移动安全保障体系。结果表明:该保障体系可有效提高铁路安全监管的实时性、针对性和便利性,也有助于提升铁路安全监督管理系统的信息安全。

Abstract: In order to improve the efficiency of railway safety management, through detailed analysis of the requirements of railway safety supervision, the overall framework of the system was put forward, and the main functions and structures of the subsystems such as supervision and inspection, administrative law enforcement, accident management and emergency management in railway safety supervision and management were analyzed and designed. Considering all kinds of security problems faced by the application of mobile safety supervision in the process of access and usage, the mobile safety system of railway safety supervision and management system was designed in combination with the existing business characteristics and safety requirements. The results show that real-time, pertinence and convenience of railway safety supervision and the information safety can be effectively improved by the safety system.
