Abstract:

In order to help create a safer urban environment and promote the urban safety culture, this article builds on the experience of Nanjing and Wuxi in developing the urban safety culture to propose building an urban safety culture system. Firstly, the direction and baselines for building the urban safety culture system were defined based on the objectives and principles. Four levels of stakeholders that should be involved in the system were then clearly indicated to show their respective roles. Then, the system building process was explained to demonstrate how the system can be created step by step. Finally, the article elaborates on the content of the urban safety culture system, providing detailed work activities for building the system. The research shows that with efforts to build the safety concept, continuously promote the safety culture that advocates formulation of safety laws and regulations, safe behaviors and safe social setting, raise public awareness of safety, and have the safety concept recognized, accepted and followed in the daily life, it will certainly contribute to developing and reinforcing good safety habits of the public.
