Research on application of emergency command and online safety monitoring system

Abstract:

Some problems exist in the emergency management of production and business units, including insufficient emergency preparedness, slow emergency response and nonstandard emergency disposal. In response, the emergency command and online safety monitoring system was studied by applying geographic information system (GIS) services, Internet of Things perception, big data and other information technologies. Through the analysis of a case with accident expansion, the vulnerable factors of emergency management were found, such as insufficient safety monitoring and early warning capability and unsmooth transmission of emergency information. System functional requirements were also analyzed, mainly involving the foundation layer, perception layer, data layer and application layer. Afterward, the overall architecture of the emergency command and online safety monitoring system was built. Three modules were developed, namely online safety monitoring, emergency command, and system operation self-assessment, and the system was applied in the Xinzhun Railway. The practice shows that the system can realize systematic, information-based, data-driven, programmed and visual emergency management through the whole process management of online monitoring, early warning, response and emergency disposal of safety risks. Thus, it is capable of comprehensively improving accident prevention and emergency disposal capability during safe production on the Xinzhun Railway.
