由欧洲高校安全学科发展看安全工程专业属性

Thinking about attributes of safety engineering discipline based on its development in Europe

摘要: 为了解我国安全工程专业学科建设与国际上的差异,更好地建设我国安全工程专业,以英国Aston大学和荷兰Delft理工大学为例,采用文献综述的方法梳理欧洲高校安全学科的产生背景与发展状况,从时间-逻辑-知识等3个维度构建安全工程专业属性的霍尔三维模型。研究表明:欧洲高校安全工程专业的产生源于安全监管机制由企业被动合规管理向基于目标设定的自主管理的转变;安全工程专业是一个超越各类行业技术之上而将其系统整合的独立专业。

Abstract: To identify the differences in construction of safety engineering discipline between China and other countries, this paper analyzed the background and development of university research and teaching devoted to safety in Europe through literature review based on safety science chair (group) in Aston University and Delft University of Technology. Furthermore, a Hall model was built for notions of safety engineering discipline though the three dimensions including time, logic and knowledge. It shows that the chair of safety science was inspired by the transition of safety supervision mechanism from compliance to self-regulation based on goal-setting, and that the discipline of safety science is a separated, systematic multi-discipline drawn from technical backgrounds but beyond them.
