铁路客运站客流安全态势评价*

摘要: 为预防客运事故发生,保障客流安全,利用层次分析法(AHP)和模糊综合评价模型,研究车站客流安全态势。首先分析铁路客运站常发生的各类安全问题,归纳总结影响车站客流安全的各类影响因素,构建车站客流安全评价指标体系;其次运用层次分析法和专家咨询相结合的方法确定各级指标权重,利用模糊综合评价法构建客流安全态势模糊综合评价模型;然后运用线性隶属函数确实隶属度公式,分层评价得出结果;最后以广州车站为例,得出车站客流安全态势的评价结果,并据此提出加强客流安全管理的一些措施建议。研究表明:该模型能从工作人员素质、设备设施安全水平、生产环境和应急救援水平等方面对铁路客运站的客流安全态势作出客观的评价,从而提高车站客流安全管理水平。

Abstract: In order to prevent passenger accidents and ensure passenger flow safety, AHP and fuzzy comprehensive evaluation model are used to study passenger flow safety situation.Firstly, frequently occurring passenger safe issues were analyzed, all kinds of influencing factors were summarize, and an index system was constructed. Then AHP was used together with experts consulting to determine index weight, and fuzzy comprehensive evaluation methodwas applied to construct the model, determining the membership function and then getting the final result. Finally, with Guangzhou Railway Station as an example, evaluation results of its passenger safety was obtained analyze andsome suggestion for better safety management was put forward.This results show that this model can provide objective evaluation on passenger safety from perspectives of staff quality, equipment safety, operation environment and emergency rescue, thus helping improving passenger safety management in railway stations.
