高铁沿线突发事件形成机制

Formation mechanism of emergencies along high-speed rail

摘要: 为探究高铁外部环境造成的沿线突发事件的形成机制,以及造成沿线突发事件的风险因素,基于Tropos风险框架,构建高铁沿线突发事件社会技术系统模型;应用风险分析理论,通过行为主体挖掘识别风险点,分析高铁沿线突发事件形成机制;提取高铁沿线安全隐患清单,并针对性地提出切实可行的预防和控制措施。研究结果表明:高铁沿线突发事件的成因主要包括自然环境、人、施工单位、周围物体和动物5个方面,其中,行人非法上道和施工单位非法施工等风险因素是高铁沿线突发事件形成的重要来源;自然环境和周围物体除了直接影响高铁运行安全外,两者对高铁的影响还存在耦合作用。

Abstract: In order to explore formation mechanism of emergencies along line caused by external environment of high-speed rail, and all risk factors that cause emergencies along line was studied, based on Tropos risk framework, a social technology system model for emergencies along high-speed rail was constructed. Apply risk analysis theory, risk points through mining of actors was identified, and formation mechanism of emergencies along high-speed rail was analysed.List of potential safety hazards along high-speed rail was extracted, and practical and feasible prevention and control measures were put forward. The research results show that sources of emergencies along high-speed rail line mainly include natural environment, people, construction units, surrounding objects and animals, illegal behavior of pedestrians on the road and other risk factors such as illegal construction by construction unit are important sources of emergencies along high-speed rail. In addition to natural environment and surrounding objects that directly affect safety of high-speed rail operations, and there is coupling effect between the two on high-speed railway.
