Construction of safety evaluation index system based on double prevention mechanism

Abstract:

Due to its priority on qualitative evaluation, traditional safety performance evaluation system is lacking of accuracy and guidance as well as effective assessment on safety management process. In order to quantitatively assess enterprises' process safety performance, based on theory of dual prevention and present situation of enterprise safety management, risk and hidden danger data generated during dual prevention work process were utilized, their generation and change logic was analyzed, and a set of quantitative evaluation system was created from the data's own connotation, including quantity, category, level and classification, internal quantitative relationship between risks and hidden danger data as well as their correlation. The results show that the proposed safety evaluation system based on dual prevention is conducive to the objective quantitative assessment of enterprises' safety management performance, and can provide a new way for them to evaluate effectiveness of internal safety management work more effectively.
