    Under the background of global warming, in order to ensure the safe operation of Qinghai-Tibet railway across the permafrost region,the climate change data along the Qinghai-Tibet railway was collected. The response of railway subgrade to climate change was investigated. In accordance with the pathological changes of subgrade, bridge and culvert, the countermeasures were put forward to ensure the stability of the project in permafrost region of the Qinghai-Tibet railway. The results show that the degradation of permafrost is affected by the increase of temperature and rainfall along the Qinghai-Tibet railway. Measures such as drainage ditch, thermal insulation blind ditch, additional soil protection at the foot of the slope, blocking bed, culvert matrix voids can be taken to prevent water accumulation from causing frost heave effect on buildings,and prevent thermal erosion caused by permafrost. The addition of hot rods, the addition of soil protection roads at the foot of the slope, and the use of sheet(broken) stone protection slopes, sunshade panels, grass planting and other slope thermal protection measures can be carried out to cool the roadbed and protect permafrost.

    Under the background of global warming, permafrost along the Qinghai-Tibet railway was in a state of degradation, which would affect the stability of the railway. In order to solve this problem, the observation data was collected about permafrost upper limit along Qinghai-Tibet railway.The data of 2007 and 2015 was compared.The characteristics of permafrost upper limit of filling subgrade section was analyzed, The engineering measures to reduce the deformation of subgrade engineering was discussed. The results showed that the artificial upper limit of filling subgrade in permafrost region of Qinghai-Tibet railway had been raised,comparing with the observed data in 2007 and 2015. Because of the difference between the left and right sides of the sunward and shady slope, the difference of the artificial upper limit below the left and right shoulders was more obvious.The temperature-rise of permafrost is obviously degraded. Laying gravel on roadbed slope in permafrost region of Qinghai-Tibet railway is helpful to dealing with subgrade deformation caused by permafrost degradation caused by climate change.

    In order to perfect China's railway safety laws and regulations, to adapt to the objective needs of rapid railway development, and to play its role in supporting railway safety, the comparative security law method was applied to analyze the Chinese and American railway safety laws and regulations from the aspects of the system, content and effectiveness of the legal system. The results show that the Sino-US railway safety laws and regulations have their own characteristics. Chinese railways can learn from American railways in increasing railway safety legislation, increasing the proportion of laws in the whole system, regularly revising and improving the contents of existing laws and regulations, paying attention to controlling the safety cost, and scientifically defining the discretionary power .

    In order to improve the efficiency and quality of s railway safety supervision, a database system of railway regulationstandards was designed. The system mainly included six levels: infrastructure layer, data resource layer, application support layer, application layer, interaction layer and user layer. Whereby, Internet, mobile network, database and other technologies were made fully use of to complete the information sharing and uniform dynamic management and comparative analysis of railway regulationstandards and foreign laws and regulations. Meantime, multi-modal, multi-dimensional full-text retrieval and viewing, dynamic maintenance and update of regulatory standards, statistical analysis of regulatory standards, generation of supervisory inspection, administrative law enforcement, and accident investigation standard manual, as well as information synchronization, sharing push and dynamic release were all realized.The results show that the supervision and performance of the railway regulatory standards database system can be applied to the supervision and performance fulfilling andhelps to further improve the standard implementation, supervision and evaluation mechanism to ensure important Standard publicity andimprove the implementation of standards.

    As the earliest country in the world building and operating high-speed railways, Japan had a relatively complete legal system for high-speed railway safety, which had important reference and enlightenment for China high-speed railway safety legislation. By introducing the general situation of Japan's high-speed railway safety legislation, the main contents and characteristics of Japan's high-speed railway safety legislation were analyzed, and the enlightenment of Japan's high-speed railway safety legislation to China were put forward. It shows that Japan has established a comprehensive legal system for the safety of Shinkansen. The legislation regulates personnel risk, equipment risk and environmental risk, which has the characteristics of classified legislation, complete system, reasonable explanation, etc. Chinese high-speed railway safety legislation should be improved and perfected in the aspects of continuous improvement of legislation, strengthening the analysis of accident causes, and attaching importance to reform.

    Preventing the hyper-fatigue of shift workers for working too long is an inevitable requirement for ensuring the safety and efficiency of railway transportation production. In this paper, according to the problems related to shift working hours system, by studying the evolution of railway working hours and shift system and the relevant policy provisions of working hours system, the actual working time standards of different shift workers in railways were given, and the measurement principle of working hours and shifts of railway shift employees was explored. And examples were given to explain the determination and grading of labor intensity, measures were put forward to ensure intermittent time during shift work, and the effect of intermittent time during shift work to ensure safe production were illuminated. The results show that: taking full advantage of the intermittent time during shift work can effectively reduce the fatigue of employees, promote safe production and improve labor efficiency. By reforming production organizations, optimizing labor organizations, and using advanced technologies and advanced equipment such as advanced equipment, we can improve the utilization of working hours and ensure the implementation of intermittent time.

    With the continuous improvement of railway train operation safety requirements, it is urgent to detect and deal with hidden dangers in train operation in time. The traditional automatic detection method of railway train operation was mainly based on machine vision algorithm, which had the problems of poor adaptability to complex natural scenes and high false alarm rate. In order to solve the problem of low detection accuracy of traditional methods, multi-layer neural network transmission structure was simulated, where hidden trouble scanning materials were input and identified, and a train operation safety detection method based on deep learning algorithm was proposed. Then, a simulation experiment is carried out to verify the relevant algorithm by taking the detection of foreign matter as an example. The results show that the new detection method can reduce the false alarm rate under the premise of ensuring the detection rate.

    It is of great significance for the influence of high-speed railway disruption to be accurately measured forimproving the real-time dispatching and management abilities of HSR. First, based on the historical train operation records of Wuhan-Guangzhou HSR, delayed train groups caused by disruptions were extracted and a K-Means clustering algorithm was used to classify them into four categories, according to disruption and timetable characteristics. Then, five distribution models were investigated to fit the distributions of the affected train number in different clustered categories. Next, optimal distribution models for the number of affected trains were selected according to Kolmogorov-Smirnov (K-S) test. Finally, verification results show that distributions of the affected train numberin the test dataset were consistent with the fitted optimal distribution models. The fitted models can be used to estimate the number of trains affected by disruptions in real-time dispatching process of HSR.

    In order to explore the response mechanism of tank car under fire condition, a horizontal tank thermal response test-bed was built, where experiments were adopted along with numerical simulation, and a numerical model was built with the help of Ansys software so that a comparative analysis was conducted into temperature variation of outer walls and interior medium with time under various heating conditions. The results of experiment and numerical simulation were basically consistent; suggesting that clear thermal stratification would be generated within interior medium in condition of all heating, while temperature uniformity would be generated in condition of bottom heating. Through analysis of the temperature field and flow field under the two heating conditions, it was showed that different wall surface temperatures leaded to different rising flows along the wall surface and different temperature stratification under two heating conditions. Based on the results of experiments and computations, it can be concluded that the bottom fire heating will lead to isotheraml fluid in the tank car, which implies higher energy before explosion.

    Marshalling yard is the key link of freight transportation and the distribution points of large number of train vehicles. How to make sure the safety of marshalling yard operation is the important part of ensuring the safety of railway freight transportation. Starting with ‘service quality ring’, the formation process of marshalling yard operation safety quality can be divided into three related stages, designing and standard-setting, process operating, operation result analyzing and operation safety quality improving. With a marshalling yard being taken as an example, an in-depth analysis was made into the operation safety quality of marshalling yards from the aspects of safety problem statistics, age and educational structure of the workers, wage performance appraisal, elements of equipment technology information, the process and result analysis of operation, etc. Based on all above, three control measures for the operation safety quality of marshalling yard were put forward from perspectives of preventive control, process control and result control. The results show that Marshalling yards must start with preventive control measures while focusing on process control and paying attention to the result control in order to ensure the operation safety, stability and smooth transportation of marshalling yards.

    In order to solve the problem of train operation conflict management and improve the efficiency of railway transportation organization,the models and methods based ontraditional mathematics and driven by data on train operation conflict detection and resolution were reviewed based on the brief introduction of the basic concept of the train operation conflict. The shortcomings of traditional models were analyzed.The trend of using the machine learning and deep learning methods to detect and solve train operation conflicts were proposed.The results show that the traditional mathematical models can hardly process so much data in real-time, and there is a certain gap between experimental results from these models and actual operations. Intelligent computing and machine learning data driven model are based on train performance,and it is closer to transportation production and practice.

    For the first time, the safe and reliable operation control of 350 km/h train in long distance by wireless communication were realized with the help of CTCS-3 train control system. Because of the complex structure and high integration of the system, the existing test methods can not meet the safety requirements. The usual testing method of signal system before was to select some key functions from the system functions and compile test tables for testing, which was random and may not be able to achieve integrity testing. Based on the analysis, a new test method of train control system function was put forward, that is, extracting the function characteristics of train control system, designing and planning test cases, and checking the running status and results of train control system in various scenarios and working modes one by one. It shows that it reduces the complexity of the test and improves the scientificity of the test method, the integrity of the test content and the rigor of the test data and conclusions.

    Safety design on electric system of large railroad maintenance machinery is important to ensuring the safe and reliable operation of construction machinery. In order to improve the reliability of safety design,the factors affecting the safety of the design of large railroad maintenance machinery was analyzed from three perspectives: person, equipment and environment. The safety design of the electric system was expounded in terms of the safety selection of circuit breaker and wire, electrical control, communication system, security interlock control circuit and emergency circuit. Product selection and design ideas were also analyzed. Theresults show that among all security impact factors,human is the subjective factor,while the machine and the ring are the objective ones. The safety design of electrical system can effectively reduce the failure rate.The safety design of electrical system is helpful to ensuring the safe operation of the large-scale maintenance machineryand to control the safety from the source.

    In order to fully understand the safety situation of the environment along the railway lines, the corresponding environmental protection strategies along the railway were formulated to reach the goal of early judgment and early response to potential railway safety hazards. In this paper, satellite remote sensing technology was applied to environmental protection along high-speed railway lines. Through a series of processing procedures of remote sensing photography, image comparison and Internet processing platform, the research results were obtained and the safety situation of the environment along the railway were judged. This research method was combined with an application example. This paper demonstrates that satellite remote sensing technology can discover hidden dangers along railway lines in time in environmental safety supervision, make predictions of hidden dangers in advance and guide the formulation of emergency measures for specific accidents. It is a new method to ensure the safety of railway operation.

    In order to improve its on-time rate and reduce the security threats the high-speed train lateness poses,the lateness regularity of high-speed trains was explored. Based on the train operation data of four dispatching stations along the high-speed railway in a certain region of China, the frequency of its late indicators was analyzed,such as late level, late time distribution and increase-late distribution. Statistical methods-Pearson correlation coefficient and R language programming tool wereappliedto explore the correlation of its late index, and obtain the late characteristics and regularity of the high-speed train. The results show that the above method can be applied to obtainingthe late regularity of high-speed railway so as toreduce its lateness rate and safety hazards in actual traffic control work.

    Studying the characteristics of disruptions and their duration time is of great significance in improving the advanced disruption prediction and real-time dispatching abilities in HSR. In this paper, historical disruption occurrence records of Chinese HSR in 2014 and 2015 were used to analyze their spatial-temporal distributions. Then, the disruptions were classified into seven clusters according to respective causations, and statistical description of each cluster was conducted. Next, log-normal distribution, Weibull distribution, and Gamma distribution were selected as candidate models to fit in their duration time, and the goodness-of-fit of candidate models were tested while using Kolmogorov-Smirnov (K-S) test. The testing results reveal: the probabilities of disruptions are spatiotemporally different, the log-normal function has the best goodness-of-fit, and the duration time of each classified disruption can be regarded as a random variable following log-normal distribution.

    CRH express was a newly-born business emerging along with the development of CRH. Since its launch, CRH express had maintained an active developing momentum with extremely broad prospects, but on the other hand, brought greater pressure on railway safety. In order to ensure the safety of high-speed rail transportation, this paper discussed the problems that had arisen since the launch of high-speed rail express business. According to the field investigation, the potential safety risks and problems in safety management during its operation was analyzed. Based on the responsibility of safety supervision and referring to relevant research results, some suggestions were put forward to strengthen the safety supervision of CRH express fast freight. The results show that there are some problemsin the process of CRH express transportation, e.g., weak management of loading and unloading operations, loopholes in security inspection, low controlling level of the joint department. It is necessary to improve the understanding of the importance of CRH express in safety work, clarify the key points of safety supervision in CRH express fast freight, take innovative safety supervision mode, and establish risk analysis and warning mechanism.

    The establishment of railway line safety protection zone plays an important role in ensuring railway smoothing safely and protecting public life and property along railway lines. Through the investigation on railway construction units and operation departments, which helped us to understand existing problems of the railway line safety protection zone's establishment, suggestions and measures were put forward after soliciting opinions widely with relevant personnel. The survey results show that the establishment of railway safety protection zone was relatively lagging behind. The regulations were not enforced to the full and hard to be performed. It is necessary to further explore the validity and applicability of the process and method of setting up the pegs, and formulate the optimal scheme of setting up the pegs.     In recent years, the security situation in Xinjiang is grim. Strengthening the security inspection of high-speed railway stations under the condition of large passenger flow is the key to ensuring the safety of railway transportation.     Railway transportation is one of the major industries affecting the national economy and people's livelihood. In order to determine the optimal price of railway freight transportation on the premise that the service levels of customers were guaranteed. Firstly, based on the actual situation of life, the reasonable assumption was made and a quantitative description of cost and reliability were given, then,the total cost was used as the objective function. the capacity was used as the decision variable, the pre-set reliability was used as the constraint condition to make sure the optimization model was established and the optimal solution was obtained, finally, the calibration parameters were analyzed by examples, and the influence of parameters on the optimal capacity and the optimal price was discussed. The results show that the model established can clearly reflect the trend of the optimal solution with the variation of various parameters, which can better reflect the industry characteristics of the monopolistic industry and obtain concise and basically reasonable results.

    In order to improve the safety quality of railway workers, a safety emergency practival drill system was established based on 3D-tech with analysis into its connotation, composition and current situations. The overall purpose, framework, component modules and technology realization routes of the system were illustrated, and the feasibility of the system were further explained in accordance with practical cases, i.e., constructing emergenchandling exercise scene for abnormal railway transportation built by 3D simulation technology to provide the opportunity for the railway workers to control the whole emergency handling process under the circumstances of human-machine-interface. With all those functions, the system allows the railway workers to fully experience the real working scenario, and therefore master the safety knowledge and operation skills of emergency handling more efficiently, to reach the point of improving safety quality. The results show that 3D practical training system integrating teaching, practical training and evaluation functions solves the problems of normal training well while avoiding the deficiencies of on-site simulation, simulation practical training, virtual exercise and other training methods.

    In order to ensure the safety of track inspection vehicle, firstly,the finite element model was established,according to the structure characteristics of the bogie frame equipped with track inspection beam. Secondly, the working conditions of the strength analysisweredefined based on relevant Standards.The static strength of the frame was calculated and evaluated. Then, the influence of optimization of the track inspection beam installation on the whole structure strength was analyzed. The fatigue strength was evaluated based on Goodman fatigue limit diagram. Finally, the structural strength test was carried out to verify the analytical calculation results.The results show that track inspection vehicle bogie frame isequipped with a rail inspection beam with a certain quality, which helps to ensure the safe and reliable operation of the rail inspection vehicle.The frame can meet the request of static and fatigue strength.

    In the era of logistics economy, the high-speed railway network is becoming increasingly full, andcreating advantages for the development of high-speed railway express.Track status confirmation trains,idle carriages and large luggage storage places were used by railway enterprises to send parcels,which gives full play to the advantages of high-speed railway transportation,however,while economy and social benefits being improved,there are also many challenges to the safety of high-speed railway operation.In this paper,considering that high-speed railway express safety was affected by many fuzzy factors,an evaluation method which combined fuzzy comprehensive evaluation and fuzzy pattern recognition was proposed, thus an safety evaluation index system of high speed railway was established.The AHP was applied to determine the weights, and the index characteristic values were quantified by the expert rating based on the field research,therefore,finally,the safety evaluation of high-speed railway express was carried out.The results show that the method is scientific and practical.

    In order to ensure the safety of railway operations, firstly, the index system of safety evaluation of railway operation was established. Then, while the improved AHP method and entropy method was used to take D city railway station as an example, the weight of the influencing factors was determined and corrected. Finally, the influencing factors with lower weights were screened. Based on the security argument method,the root cause risk was demonstrated,and the way of risk prevention was demonstrated. The results show that the weight factors that affect the safety of railway operations include: vehicle factors, track and equipment factors, and supervisory and administrative factors. Driving technology, railway personnel and driving equipment are the root causes of these major factors. Risk precautions include: eliminating risk, reducing the probability of risk occurrence, and mitigating the negative impact of risk.

    Monitoring index system were not established systematically from perspective of social service management since the existing railway freight safety monitoring indicators in China mainly focus on the internal management of railway transportation company. Based on safety needs of cargo owners, three steps were designed to complete the screening of railway freight safety monitoring system indicators. First, the flow chart analysis method was used to sort out the existing railway freight transport safety monitoring indicators according to the service links and to screen the initial indicators. Secondly, according to the attribute of indicators, the secondary indicators were selected. Finally, the final railway freight transportation safety monitoring indicator system is determined by SNA method, which covers the 4 links of receiving, transporting, delivery and customer service, and reflects 19 indicators by 5 major attributes.

    In order to improve the level of railway engineering safety risk control,the relationship between risks, hidden dangers and accidents was analyzed. With reference to the laws and regulations and relevant documents on strengthening risk control and investigation, based on the progress made in the security risk classification control and hidden dangers investigation and management in the field of railway engineering.,the existing problems and shortcomings in security risk classification control and hidden dangers investigation and management in railway construction field were put forward. The corresponding countermeasures and suggestions were put forward in accordance with the practices of other industries. The results show that the construction of safety risk classification and management system of China's railway construction project is still in its initial stage, and there are still some gaps fromother related industries. Further improvements are needed in the implementation of national laws, regulations and policy requirements.

    In this paper, combined with average control method, digital image correlation method was introduced to monitor and warn bridge expansion joint and determine safe state of bridge. A bridge in Hebei province was selected as experiment object. CCD camera is used to record the images of bridge expansion joint. And then the images were input into the software of digital image correlation to obtain the displacements of bridge expansion joint. By use of average control method, the displacements were analyzed to determine the safe state of the bridge. The experimental results show that the method can be successfully used in monitoring bridge expansion joint without affecting the bridge's normal operation.

    In order to improve the occupational health level of railway drivers and ensure the safety of railway transportation, the Model-View-Controller (MVC) technology was usedto establish the occupational health early warning system for railway attendants. Statistical analysis of the occupational health status of 3 000 railway attendants in a certain bureau is made. The reasons affecting the occupational healthof railway attendants were discussed. Tthe personnel in need of key management were screened out. The methods and suggestions for improving the occupational health management of railway attendants were put forward from perspectives of bothindividual and railway management departments, that is, multi-department integrated management and systematic individualized health education. The study shows that the prevalence of occupational diseases among railway attendants in a certain bureau is high, and the influencing factors of health may be smoking, drinking, overweight and so on, and we can improve the lifestyle of railway attendants to improve their occupational health level.

    In order to effectively control and treatment of high speed railway emergency,improve the level of high speed railway emergency rescue and reduce accident loss, the present situation of high speed railway emergency in our country was summarized. The problems existing in the high speed railway emergency rescue mechanism was analyzed by means of literature research method and comparative analysis method.In accordance with China's national conditions, thelessons from the foreign high-speed railway emergency rescue experience were absorbed and drawn.The countermeasures to improve China's high-speed railway emergency rescue were proposed.The research results show that the form of emergency preparedness for prevention in China's high-speed railway emergency rescue mechanism is single, and the responsibility provisions and public participation mechanisms are not clear. To improve the emergency rescue mechanism of high-speed railway, the form of emergency preparedness should be improved, the main responsibility of emergency rescue should be clarified, and the public participation should be concreted and legalized.

    In order to suppress the occurrence of emergencies and reduce the loss ofpersonnel property, based on the characteristics of the inter-regional integrated transportation network, the information entropy method was used to obtain the weight, and the fuzzy clustering analysis method based on the transitive closure method was used to select the evaluation index of the inter-regional comprehensive transportation network under the emergency to eliminate unreasonable indicators and determine the key elements in the emergency rescue plan evaluation index system, so as to establish a reasonable and perfect evaluation index system. It provides an objective and effective reference for more scientific evaluation of emergency rescue plans for inter-regional integrated transportation networks under emergencies.
