Abstract: Based on the current status of China′s work safety standards and combining with the actual characteristics of the railway industry, it is necessary and urgent to discuss the establishment of railway work safety standard system from the aspects of implementation of the inevitable requirements of the Party′s central decision-making, the important guarantees for safe work of railway enterprises, and the need for industry supervision and law enforcement. Through the collection of data and extensive investigations and lessons learned from the experience and the criteria of other industries in setting up a work safety standard system, the method and format for the preparation of a work safety standard system for railways were studied. Five subsystems of the railway safety work standard system framework including basic safety standards, safety management standards, safety evaluation standards, safety technologies and occupational health standards were preliminarily constructed and the next direction of improvement is clear.
