Research on current situation and countermeasures of high-speed railway safety supervision in China

Abstract:

In order to straighten out functional relationship between government safety supervision and enterprise safety management, improve relevant system and mechanism, and to enhance safety supervision effect, current safety supervision of high-speed railway in China was analyzed. Existing problems were explored, and experience of the European Union, the United States, and Japan in this field was learned. Finally, supervision countermeasures in China were put forward. The results show that China should draw lessons from foreign experience in railway safety risk management. Its top-level design should be strengthened, while law and regulation system be perfected. It is necessary to improve the working mechanism of ″Road-land combination″, and to handle risks and hidden dangers related to railway safety at different levels in accordance with legal responsibilities. Moreover, the governance mechanism of co-construction, co-governance and sharing of high-speed railway safety should be established, to coordinate and encourage all parties to ensure safety of high-speed railway jointly.
