Abstract: Based on the analysis of the characters of Power Transfer and Distribution industry, the paper first set up power transmission and distribution hazard checklist which includes 9 categories and 118 sub-categories through accident taxonomy, survey questionnaire and other ways. Then an approach combining hazard checklist and hazardous scenario description in JHA (Job Hazard Analysis), which was applicable to the workers at the production line, was proposed. The application of this approach in 1 084 work scenes of 146 jobs of 6 key majors in Taiyuan Branch, Shanxi Electric Power Company, demonstrates that it can achieve the purpose of controlling or eliminating the hazards at the production line.
