摘要： 我国现有铁路货运安全监测指标侧重铁路运输企业的内部管理评价,没有系统性地以社会服务管理视角构建监测指标体系,以货主的安全需求为基础,设计了3个步骤来完成铁路货运安全监测体系指标筛选,先利用流程图分析法按服务环节梳理已有铁路货运安全监测指标进行初始指标筛选;然后依据指标属性归纳进行二次指标筛选;最后利用社会网络分析法(SNA)确定最终的铁路货运安全监测指标体系。最终得到涵盖收货、运输和交货、客户服务4个环节,体现5大属性的19个指标。

Abstract: Monitoring index system were not established systematically from perspective of social service management since the existing railway freight safety monitoring indicators in China mainly focus on the internal management of railway transportation company. Based on safety needs of cargo owners, three steps were designed to complete the screening of railway freight safety monitoring system indicators. First, the flow chart analysis method was used to sort out the existing railway freight transport safety monitoring indicators according to the service links and to screen the initial indicators. Secondly, according to the attribute of indicators, the secondary indicators were selected. Finally, the final railway freight transportation safety monitoring indicator system is determined by SNA method, which covers the 4 links of receiving, transporting, delivery and customer service, and reflects 19 indicators by 5 major attributes.
